EXPRESSION OF INTEREST (EOI)
Pre-Qualification and Registration of Vendors
1. Background
Accelerate Prosperity (AP) is a joint initiative of the Aga Khan Foundation (AKF) and Industrial Promotion Services (IPS) of the Aga Khan Fund for Economic Development (AKFED) in Central and South Asia. It aspires to work towards a society that is powered by innovative and successful young entrepreneurs. Through its services, AP extends tailored training, advice, and technical assistance to aspiring and existing entrepreneurs to help them launch or expand their innovative business ventures. It also extends tailored financing to startups and small growing businesses (SGBs) to help them unlock external investments by improving their bankability and investment readiness.
Accelerate Prosperity Pakistan (AP-AKRSP) seeks to establish and maintain a pre-qualified panel of experienced service providers to meet its operational requirements for travel management, event management, catering services, transportation services, and other related goods and services. This Expression of Interest (EOI) is issued in accordance with the AKRSP Procurement Manual to identify and register qualified vendors for future procurement opportunities.
2. Objective
The objective of this EOI is to pre-qualify service providers capable of delivering reliable, timely, cost-effective, and high-quality services in accordance with AP-AKRSP's operational and programme requirements.
Pre-qualified vendors will be shortlisted for invitation to future competitive procurement processes.
3. Scope of Services
Interested organizations may apply for one or more of the following service categories:
Category A: Travel Management Services
- Domestic and international air ticket reservations and issuance
- Rebooking, cancellation and refund processing
- Provision of multiple competitive flight options including applicable corporate fares
- Rent-a-car services throughout Pakistan with qualified drivers
- Airport transfers and travel-related logistical support
- Visa processing and facilitation
- Travel insurance arrangements
- Emergency and after-hours travel assistance
- Regular reporting and reconciliation of tickets, refunds and outstanding balances
- Planning and coordination of conferences, workshops, training sessions, meetings, exhibitions and other events nationwide
- Identification and arrangement of suitable venues
- Catering services including breakfast, lunch, dinner, refreshments and special dietary requirements
- Audio-visual equipment, multimedia, sound systems, lighting and technical support
- Event branding, printing, backdrops, banners, signage and related materials
- Stage, stall, seating and venue setup arrangements
- Vehicle rental and leasing (cars, vans, buses, specialty vehicles)
- Driver provision and staffing
- Route planning and logistics coordination
- Fleet maintenance and roadworthiness standards compliance
Category B: Event Management and Catering Services
- Planning and coordination of conferences, workshops, training sessions, meetings, exhibitions and other events nationwide
- Identification and arrangement of suitable venues
- Catering services including breakfast, lunch, dinner, refreshments and special dietary requirements
- Audio-visual equipment, multimedia, sound systems, lighting and technical support
- Event branding, printing, backdrops, banners, signage and related materials
- Stage, stall, seating and venue setup arrangements
Category C: Transportation Services
- Vehicle rental and leasing (cars, vans, buses, specialty vehicles)
- Driver provision and staffing
- Route planning and logistics coordination
- Fleet maintenance and roadworthiness standards compliance
4. Pre-Qualification Criteria
The Procurement Committee shall assess the following pre-qualification criteria:
- Experience and past performance on similar projects, minimum three (3) years of continuous professional experience in the relevant field(s) with evidence of successful completion of similar services
- Geographical location: local suppliers shall be preferred where delivery time and logistics are considerations
- Commercial and financial resources and institutional capacity to provide goods or services on a timely basis
- Financial stability and creditworthiness demonstrated through audited financial statements and bank references
- Required licensing or professional registration, valid business registration, tax compliance certificate (FBR) and sector-specific licenses
- Market reputation, clean record with no history of fraudulent, corrupt or unethical practices
- Compliance with applicable Pakistani laws and relevant international standards
5. Required Documentation
Applicants must submit the following documents:
- Certificate of business registration
- Valid business license and tax compliance certificate (FBR)
- Professional registrations/licenses (sector-specific)
- Audited financial statements (past 2 years)
- Clean record declaration
- Detailed company profile and organizational structure
- CVs of key personnel (Project Manager, Service Lead, Support Manager)
- Portfolio of completed projects and services
- Description of service offerings and operational procedures
- Details of customer support and complaint resolution procedures
6. Evaluation Process
Submissions will be assessed by the AP-AKRSP Procurement Committee on a pass/fail basis against the pre-qualification criteria outlined in Section 4.
Successful applicants will be shortlisted and notified accordingly. AP-AKRSP reserves the right to seek clarification on any submitted document.
7. Confidentiality
All information submitted is confidential and will be used solely for pre-qualification purposes.
8. Pre-Qualification Validity
Pre-qualification will be valid for two (2) years from the date of issuance of the shortlist. AP-AKRSP reserves the right to verify continued eligibility and performance during the validity period.
Pre-qualification may be suspended or revoked if vendors engage in fraudulent, corrupt, or unethical conduct.
9. Terms and Conditions
- This EOI does not constitute a guarantee of any future contract, assignment, or minimum business volume
- Pre-qualified vendors will be considered for future procurement opportunities subject to competitive bidding processes as per the AKRSP Procurement Manual
- All procurement activities will follow AP-AKRSP's Procurement Manual and applicable donor framework agreements.
- AP-AKRSP reserves the right to accept or reject any or all EOIs without assigning any reason
- Vendors must comply with ethical standards and declare any conflicts of interest throughout the validity of their pre-qualification
- AP-AKRSP Procurement Committee's decision on pre-qualification shall be final
10. Submission Guideline
The interested applicants must submit:
- All the required documentation mentioned in Section 5.
- All the documents must be clearly named and should be in PDF format.
- The applicant must clearly mention the scope of service they are applying for. The applicants can apply for one or more categories.
