CHILD SAFEGUARDING:

 Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

The post holder must complete safeguarding training, uphold Save the Children’s Code of Conduct, report safeguarding concerns immediately, ensure compliance by suppliers, and support safe programming during visits.

ROLE PURPOSE:

The postholder will support at field level to carry out local procurement, quality assurance, and delivery of food commodities and related inputs for the Sindh Sustainable School Meals (SSSM) Project, implemented under the USDA McGovern-Dole International Food for Education and Child Nutrition Program in partnership with the SE&LD, Government of Sindh.

The role at field level will ensure that commodities required for daily school meals and take-home rations are ordered and delivered on time, in full, and in compliance with Save the Children policies, USDA regulations, and national food safety and quality standards.

This role will support the Senior Coordinator LRP in ensuring commodity integrity (food safety, quality, traceability, and loss prevention) from supplier to delivery, as well as maintaining audit-ready documentation for all LRP actions.

Key Internal Contacts: Education, Supply Chain, Finance, MEAL and Safety & Security teams for coordinated planning, compliant procurement, delivery monitoring, and risk management.

Key External Contacts: At field level Implementing partners, suppliers, transporters, warehouse service providers to ensure timely, quality, and compliant delivery of commodities.

KEY AREAS OF ACCOUNTABILITY:

The Officer Local & Regional Procurement is responsible for supporting the effective implementation of field-level procurement and supply coordination activities. The role ensures that procurement plans are executed efficiently, and commodities are delivered in a timely and reliable manner.

Procurement Planning & Coordination:

  • Support planning of procurement activities at the field level in line with operational requirements.
  • Coordinate with suppliers and kitchen hubs to ensure alignment of supply schedules and demand.
  • Act as a liaison between suppliers and end-users to ensure smooth procurement operations.

Delivery Monitoring & Execution:

  • Monitor deliveries against purchase orders and delivery plans to ensure timeliness and accuracy.
  • Track shipments and proactively address delays, shortages, or discrepancies.
  • Ensure proper documentation and reporting of delivery status.

Returns & Issue Resolution:

  • Facilitate return and replacement of damaged, rejected, or non-compliant materials.
  • Ensure issues are documented and resolved in coordination with suppliers and relevant stakeholders.

Market Intelligence & Risk Monitoring:

  • Continuously monitor local markets for price fluctuations, supply shortages, and emerging risks.
  • Provide regular updates and recommendations to support procurement decision-making.
  • Support LRP Coordinator to Identify potential supply chain risks and escalate appropriately.

Supplier Performance Management

  • Review supplier performance based on delivery timelines, quality, and compliance.
  • Provide feedback and guidance to suppliers to improve performance and reliability.
  • Support development of strong, performance-driven supplier relationships.

Reporting & Documentation:

  • Maintain accurate records of procurement activities, deliveries, returns, and supplier performance.
  • Prepare regular reports on procurement status (procurement follow-up / tracker), market conditions, and operational challenges.
  • Ensure compliance with organizational procurement policies and audit requirements.

QUALIFICATIONS:  

  • Bachelor’s degree in Supply Chain, Procurement, Business Administration, or related discipline
  • Minimum 2–3 years of relevant experience in procurement, logistics, or supply chain operations
  • Experience in field-based procurement coordination and supplier management
  • Strong coordination and communication skills
  • Ability to monitor and manage deliveries and resolve operational issues
  • Good analytical skills for market monitoring and supplier evaluation
  • Ability to work in field environments and manage multiple priorities

Desirable:

  • Experience working with large-scale school feeding or nutrition programmes, preferably in Pakistan or Sindh province.
  • Knowledge of national food safety and quality control standards and regulatory requirements applicable to food commodities and school meals programmes.
  • Familiarity with Logistics / procurement IT systems (SAP), and commodity tracking tools.
  • Local language proficiency (Sindhi) to facilitate community and partner coordination.
  • Exposure to emergency response logistics or post-disaster relief operations.
