Project: Access to Climate Security and Environmental Justice in Gwadar, Balochistan

1. Purpose of the Assignment

The Community Mobilizer will facilitate meaningful engagement with local communities and stakeholders and support implementation of community-based activities, awareness sessions, Social Action Projects and citizen-led initiatives. The position will help ensure inclusive participation of women, youth, vulnerable groups and other community members throughout the project.

2. Key Responsibilities

• Mobilize and engage communities in project intervention areas of Gwadar.
• Conduct community meetings, awareness sessions, consultations and outreach activities.
• Facilitate community participation in Climate-Resilient Social Action Projects (SAPs) and other citizen-led initiatives.
• Support identification of community needs, priorities and locally appropriate solutions.
• Facilitate community consultations, FGDs and stakeholder meetings and document key issues and recommendations.
• Promote awareness on climate security, environmental protection, environmental justice and grievance-redress mechanisms.
• Support inclusive participation of women, youth and vulnerable/marginalized groups.
• Coordinate with community leaders, local organizations, government representatives and other stakeholders.
• Support establishment and strengthening of community groups and linkages with relevant forums/platforms.
• Collect community feedback and refer concerns/grievances through established mechanisms.
• Maintain records of community meetings, participants, activities, feedback and follow-up actions.
• Provide regular field updates and inputs for project monitoring and reporting.
• Coordinate closely with the M&E and Research Officers to ensure proper documentation of community-level results and feedback.

3. Required Qualifications and Experience

• Bachelor's degree in Social Sciences, Humanities, Development Studies, Sociology, Community Development or a related field.
• Minimum 04 years of relevant experience working with communities on:
• Community mobilization;
• Awareness and outreach;
• Social Action Projects; and/or
• Citizen-led initiatives.
• At least 01 year of the required experience in Balochistan.
• Prior working experience in Gwadar, Balochistan is required.
• Experience facilitating community meetings, FGDs, awareness sessions and consultations.
• Experience working with women, youth and vulnerable communities will be an advantage.
• Good communication, interpersonal and facilitation skills.
• Good documentation and report-writing skills.
• Fluency in Urdu and English; knowledge of Balochi/Brahui or other local languages will be an advantage.
• Willingness and ability to undertake regular field visits within Gwadar.

4. Key Deliverables

• Community mobilization and outreach activities completed as per workplan.
• Community meetings, consultations and awareness sessions documented.
• Support provided to implementation of Climate-Resilient SAPs and citizen-led initiatives.
• Community feedback and concerns systematically documented and referred.
• Regular field/activity reports submitted.
• Community participation records and supporting evidence maintained.
• Inputs provided to M&E, progress and final project reporting.
