Education:
-
Minimum 16 years of education in Social Sciences, Development Studies, Economics, Disaster Management or a related discipline.
Skills:
-
8–10 years of relevant experience in development sector, project management or disaster management
-
Strong analytical and reporting skills, including donor reporting, with the ability to evaluate project feasibility and impact
-
Excellent proposal writing and documentation skills, ensuring compliance with donor requirements
-
Proven experience in donor engagement, partnership development, and professional networking
-
Strong planning and organizational skills, with the ability to manage multiple tasks and meet deadlines
-
Excellent communication, coordination, presentation, and stakeholder management abilities
-
Willingness to travel frequently to project locations across Pakistan
-
High level of integrity, professionalism, and adherence to ethical standards

Key Responsibilities:
A. Core Program & Operational Responsibilities
-
Conduct desk appraisal, technical review and financial analysis of project proposals submitted by NGOs in accordance with TVO funding policy
-
Prepare and refine project documents for internal scrutiny and presentation before the competent forum
-
Conduct project appraisal, including field verification where required, and provide evidence-based recommendations
-
Prepare periodic progress reports, analytical briefs, and documentation for management
-
Maintain proper project records, databases, and knowledge management systems
-
Provide technical guidance and capacity-building support to partner organizations
B. Business Development
-
Identify and pursue funding opportunities from bilateral, multilateral, and private donors
-
Develop and maintain strong linkages with donors, development partners, and relevant stakeholders
-
Lead the preparation of concept notes, project proposals, and funding applications aligned with donor priorities
-
Proactively engage with donors to explore collaboration opportunities and expand TVO’s funding portfolio
-
Represent the organization in workshops, seminars, conferences, and networking events
-
Track donor trends, calls for proposals, and sector priorities to inform strategic positioning
-
Contribute to organizational growth strategy through pipeline development and partnership building
-
Ensure all project proposals comply with organizational guidelines, donor requirements, and regulatory frameworks
C. Coordination & Strategic Support
-
Liaise with government departments, NGOs, and development partners for effective program implementation
-
Support senior management in policy analysis, strategic planning, and program development
-
Contribute to strengthening TVO’s visibility, credibility, and outreach in the development sector
