Aga Khan Health Service, Pakistan is currently seeking a dynamic and experienced Project Manager to join its team in Gilgit and Chitral Region(s).

Position Summary:

The Project Manager will be responsible for the effective planning, implementation, monitoring, and reporting of a multi-outcome SRHR project aimed at improving access to and utilization of gender-responsive, inclusive, and quality SRHR services for women and adolescent girls in Gilgit-Baltistan and Chitral. The role involves close coordination with local health authorities, implementing partners, community structures, and other stakeholders to deliver project outcomes related to health service strengthening, social norm transformation, community engagement, and policy advocacy.

Key Responsibilities:

1.       Project Planning and Implementation

  • Lead the development and execution of work plans, procurement plans, and detailed activity schedules.
  • Oversee implementation of SRHR, FP, and MNCH service delivery interventions through static and outreach modalities.
  • Ensure that services are inclusive, youth-friendly, and aligned with national guidelines and donor expectations.

2.       Quality Assurance & Health System Strengthening

  • Coordinate and monitor training programs for health professionals on SRH/FP service provision.
  • Support institutionalization of quality assurance standards and supervisory frameworks in partner health facilities.
  • Ensure effective stock management and availability of contraceptive commodities and IEC materials.

3.       Community Engagement and Norm Change

  • Supervise behavior change communication (BCC) interventions, including youth clubs, school-based awareness sessions, and community dialogues.
  • Support the rollout of male engagement strategies and positive masculinity sessions.
  • Work closely with gender advisors and social mobilizers to ensure culturally sensitive and rights-based programming.

4.       Monitoring, Evaluation, and Learning (MEL) 

  • Collaborate with the M&E team to ensure timely collection of data on indicators. 
  • Facilitate use of real-time data to inform project decisions and adaptive management. 
  • Support documentation of success stories, lessons learned, and best practices for donor and stakeholder reporting.

5.       Policy Engagement and Advocacy

  • Represent the project in local and regional forums to advocate for FP2030 commitments and SRHR policy improvements. 
  • Engage with local government and district health offices to promote ownership and sustainability of SRHR interventions.
  • Support evidence generation through coordination of studies, research, and situational analyses.

6.       Expected Deliverables

  • Monthly and Quarterly progress reports, including outcome tracking and variance analysis.
  • Supervision reports and field visit documentation.
  • Minutes and action plans from stakeholder engagement meetings. 
  • Updated risk matrix and mitigation strategy log.
  • Documentation of success stories and learning briefs.

Education & Experience:

  • Master’s degree in Public Health, Project Management, Social Sciences, Development Studies, Gender Studies, or related experience in Sexual and Reproductive Health and Rights (SRHR).
  • Minimum 5 years professional experience in Project Management with at least 3 years of experience preferably in implementing community-based health or SRHR/FP projects in similar position.
  • Understanding of Pakistan’s national SRHR policies, SDGS, and FP2030 commitments
  • Demonstrated leadership and team management skills in a multi-stakeholder environment.
  • Excellent planning, budgeting, and financial monitoring skills.
  • Strong interpersonal and negotiation skills; experience working with government, NGOs, and community groups.
  • Proficiency in report writing, documentation, and using project management tools.
  • Willingness to travel extensively to field locations in GB and CHT.
  • Familiarity with the cultural and geographic context of Gilgit-Baltistan and Chitral.
  • Prior experience working with donors such as Global Affairs Canada or UNFPA.
  • Knowledge of local languages will be an added advantage.
