Hiring of Consultant/Trainer for conducting Advanced Skill Training on Dress Making & Embroidery under Home Based Business (HBB) level II women participants
Year 2026 in District Rajanpur
Preamble
Pak Mission Society (PMS) is a national humanitarian and development organization established in 2004 by a group of Christian professionals with a collective vision to reach to ureached and bring hope, dignity, and respect by sharing love through emergency relief efforts as well as long-term rehabilitation and development programs.
PMS holds a valid MoU with the Economic Affairs Division (EAD), Government of Pakistan. It is also certified as an NPO under the evaluation standards of the FBR and accredited by the Pakistan Centre for Philanthropy (PCP). Since its inception, PMS has reached and served marginalized communities regardless of race, gender, ethnicity, class, religion, or social background. The organization promotes holistic transformation and development through transparent, fair, and rights-based humanitarian and development initiatives.
Pak Mission Society (PMS) is currently implementing a 36-months development project titled "Strengthening and Rebuilding Resilience of Flood-Affected Communities in Rajanpur." This project, funded by Humedica International with support from the German Ministry of Economic Cooperation and Development (BMZ), aims to enhance disaster resilience and livelihood capacities in 35 village communities severely affected by floods in district Rajanpur. Under this project, PMS is implementing a women’s economic empowerment initiative focused on strengthening Home Based Business (HBB) opportunities for skilled women in the target communities. Women who have already completed basic or Level-I training in dress making and embroidery will be provided with advanced, market-oriented skills (Level-II) to improve product quality, promote diversification, and increase income-generation opportunities.
To achieve this objective, PMS intends to hire a qualified Consultant/Trainer to conduct a 5-day Advanced Skill Training on Dress Making and Embroidery, with a strong emphasis on entrepreneurship development, quality standards, and market readiness.
Objectves of Consultancy
The overall objective of the training is to upgrade technical and entrepreneurial skills of women HBB participants to enable them to expand or strengthen their home-based enterprises.
Specific objectives include:
- Enhance advanced skills in dress making, embroidery, and embellishment techniques
- Improve product finishing, quality control, and design innovation
- Introduce market-driven designs and trends
- Strengthen basic entrepreneurship, costing, pricing, and order management skills
- Enable participants to produce saleable, value-added products
- Facilitate backward and forward linkages, including connections with microfinance institutions (MFIs), to support business growth and sustainability.
Description and duration of the training.
The training program aims to enhance advanced skills in dress making and embroidery, with a strong emphasis on entrepreneurship development, quality standards, and market readiness, enabling women participants to manage their enterprises more effectively and sustainably. The training sessions will be conducted at a central location in District Rajanpur to ensure easy accessibility for all participants. A total of one (01) five-day training is planned, which is proposed to be conducted from 13th to 17th February 2026.
Outputs/Deliverables of Training Consultant/Trainer
The consultant(s) will produce following key outputs; these outputs can be further adjusted after selection of consultant:
The Consultant(s) / Trainer will be responsible for the following:
a. Training Design & Preparation
- Develop a 5-day detailed training plan aligned with HBB Level-II standards
- Prepare training modules, practical exercises, and demonstration materials
- Ensure content is context-specific and suitable for rural women participants
b. Training Delivery
- Conduct 5 full days of participatory, hands-on training sessions
- Deliver advanced practical training in:
- Advanced dress designing and stitching techniques
- Embroidery patterns, finishing, and embellishment
- Fabric selection and material optimization
- Quality improvement and product presentation
- Costing, pricing, and basic entrepreneurship concepts
- Facilitate group work, demonstrations, and individual practice
- Ensure a safe, inclusive, and women-friendly learning environment
- Facilitate the Home Base Bunsiss development plan
c. Assessment & Reporting
- Conduct pre- and post-training skill assessments
- Provide individual feedback to participants
- Submit a final training report, including:
- Training methodology and content covered
- Attendance record
- Achievements and challenges
- Photographs and key recommendations
Organization’s (PMS) Responsibilities
- PMS will provide a list of potential trainees to selected Consultant/Trainer
- PMS will provide a Basic Training material to each learner enrolled in the training program, who successful completion the training course.
- Relevant information regarding the participants.
- On-going monitoring of training quality.
- Support in centers identification and finalization.
- Venue, Food and Refreshment for participants
Safeguarding and protection of the girls in TVET centers
PMS is committed to zero tolerance to all forms of violence against children, beneficiaries and staff including sexual exploitation, abuse, harassment, abuse of authority and discrimination. PMS adheres to strict safeguarding and child protection policies. Therefore, selected organisation is to comply with these policies and principles, and maybe requested for more information for background checks and security clearances.
When working with children or beneficiaries you must always:
- Conduit interactions That are safe, appropriate, and sensitive to the feelings of the concerned person.
- Immediate report an concern relating to the safety or welfare of child, adolescent or personnel you are in contact with through complaint response mechanism
- Behave appropriately; make sure that language is moderated in their presence and refrain from comments that may cause discomfort or offence.
- Avoid inappropriate physical contact with a beneficiary. All male personnel had to be accompanied by a female staff member when interacting with female trainees.
- Be sensitive to local norms and standards of behavior towards children and adults at risk. Where local norms and standards of behavior contravene this code of conduct – or any of the Safeguarding policies or guidance documents – the policies and standards take precedence.
- Do not take photographs or videos without consent taken from the beneficiaries.
- Minimum 5 years of experience in dress making, embroidery, and embellishment.
- Proven experience in training women, preferably in rural or HBB contexts
- Strong practical skills in advanced stitching and embroidery techniques
- Experience in entrepreneurship or small business training
- Excellent communication (report writing) and facilitation skills.
- Knowledge of the local languages (Seraiki/Balochi) and culture in the project district will be preferred.

Selection of training Consultatn(S)/Trainer
The Consultant(S)/Trainer will be hired/on-board through a competitive process which will provide training to selected trainees by providing the following services.

Selection criteira
- Overall institutional experience in delivering Entrepreneurial Skill and planning Trainings (minimum 5 years preferred).
- Experience in South Punjab region, particularly in Rajanpur or neighboring districts, demonstrating contextual understanding and community linkages.
- Availability of qualified trainers and instructors with certified expertise in relevant trades.
- Submission of relevant staff CVs, including trainers, coordinators, and administrative personnel.
- Quality and alignment of curriculum with national standards and local labor market needs.
The organization served the right to accept or reject any proposal without giving any reasons. As per course identifications and requirement PMS can award consultancy to more than one Trainer/firm/ Consultant for maintaining quality of work and timely completion of the training activity as required.
Annexure of Technical and Financial proposal
Below annexure consist of technical and financial proposals formats. Technical proposal details will be furnished in below described matrix from serial 1 to 20 along with filling supported AnnexureA, B & C.
Financial proposal: in financial proposal details, Trainer/Consultant/Firm will be furnishing the information in budget format which is a separate excel document.
Technical and financial proposal format:
The Consultant(S)/Trainer who meet the requirements are invited to submit their expression of interest on or before 25th March, 2026 using the annexes meniton below in the sealed envelopes on the following addresses given below and, applications (hard copies) should include the following:
- Cover letter detailing the firm’s/consultant’s suitability for the assignment and current contact information.
- CVs of the team members, including detailed work experience, education; please clearly identify the overall lead consultant.
- Consultants are expected to submit appropriate training methodology and sample training content (outline).
- Relevant reference.
- All interested firms/consultants must submit financial proposals for training.
