Position Objectives
|
|
The Provincial Health and Nutrition Coordinator will provide strategic, technical, and managerial leadership for PRCS health and nutrition programming in the Merged Districts of Khyber Pakhtunkhwa. The post holder will lead programme planning, implementation oversight, quality assurance, stakeholder coordination, budget management, emergency preparedness, and team development to ensure effective, compliant, and results-oriented delivery.
The Health and Nutrition Coordinator will work closely with the Programme Manager, Deputy Director Programs (Health and Nutrition), provincial and district authorities, Movement partners, and field teams to strengthen integrated health, nutrition, and related facility-based WASH interventions. The position will also support assessments, proposal development, donor reporting, and emergency response design and implementation, as required.

Key Working Relationships
|

Reports administratively to the Programme Manager and technically to the Deputy Director Programs (Health and Nutrition), PRCS-NHQ.
-
Supervises health staff deployed at mobile and static health facilities, including the pharmacist and other assigned personnel.

Works in close collaboration with Health, WaSH, Nutrition, PMER, RFL, Disaster Management, Operations, Finance, HR, Logistics, and relevant Head of Departments or technical advisers at PHQ/NHQ.

Represents PRCS with government counterparts, clusters, technical working groups, donors, Movement partners, consortium partners, local NGOs, CSOs, CBOs, and private-sector stakeholders, as required

Specific Duties, Responsibilities and Accountabilities:

1
|
Programme Leadership, Implementation and Quality Assurance
-
Provide overall technical and strategic leadership for integrated health and nutrition programming in line with PRCS, NoRC, Movement, national, and international standards.

Lead programme planning, implementation oversight, and adaptive management to ensure delivery against approved plans, budgets, indicators, and quality benchmarks.
-
Oversee the quality-of-service delivery across mobile and static health facilities, including case management, referrals, infection prevention and control, and clinical governance.
-
Institutionalize quality assurance mechanisms, including supportive supervision, routine quality assessments, performance monitoring, case reviews, and mortality reviews where applicable.

Promote the rational use of medicines and medical supplies and ensure compliance with approved treatment protocols and essential drug management standards.
-
Strengthen facility and community-based programming, including community outreach, mother-to-mother support groups, father-to-father support groups, community health workers, and community-based surveillance systems.

Ensure effective social and behaviour change approaches through contextualized IEC materials, structured group sessions, household counselling, and targeted engagement with at-risk groups.

Promote nutrition-sensitive and multi-sectoral programming, including linkages with WASH, cash and voucher assistance, livelihoods, and resilience-building approaches.

Lead rapid assessments, contingency planning, outbreak and emergency preparedness, and response planning for disease outbreaks, nutrition deterioration, displacement, and other shocks.

Support the Programme Manager and Deputy Director Programs (Health and Nutrition) in technical direction, strategic decision-making, and representation, and serve as acting lead when delegated.

|
Supply Chain and Medical Logistics
-
Oversee forecasting, quantification, procurement planning, and distribution of pharmaceuticals, medical consumables, and nutrition supplies across all service delivery points.
-
Ensure effective stock management systems, including proper storage, inventory control, batch monitoring, reporting, and pipeline tracking to prevent stock-outs or overstocking.
-
Ensure compliance with national regulations, donor requirements, quality assurance protocols, and emergency pre-positioning requirements for essential commodities.

|
Partnership and Localization
-
Provide technical and managerial support to volunteers and local partners, including CSOs and CBOs, to ensure quality implementation and alignment with PRCS and NoRC partnership commitments.
-
Promote locally led programming through joint planning, shared monitoring, collaborative problem-solving, and adaptive learning.
-
Support partner capacity strengthening in programme quality, risk management, safeguarding, accountability, and feedback and complaint response mechanisms.

Monitoring, Evaluation, Accountability and Learning
-
Ensure effective monitoring systems and data quality across HMIS, DHIS2, surveillance, and internal M&E systems to support timely reporting, analysis, and decision-making.
-
Lead data-driven programme reviews, trend analysis, and interpretation of assessment findings to improve programme performance and relevance.
-
Working closely with the PMER team and NHQ thematic leads to strengthening reporting tools, evidence generation, lesson learning, and donor reporting quality.
-
Promote accountability to affected populations through meaningful participation, transparent information sharing, and a functional, accessible, and responsive feedback and complaint response mechanism.

Contribute to Core Humanitarian Standard-related reporting, corrective action, and learning.

|
Representation, Coordination and Resource Mobilization
-
Represent PRCS in national and sub-national coordination platforms, including health and nutrition clusters, technical working groups, government forums, and partner coordination mechanisms.
-
Maintain strong liaison with government counterparts, donors, NGOs, UN agencies, research institutions, and private-sector stakeholders relevant to the health and nutrition portfolio.

Contribute to proposal development, resource mobilization, donor engagement, strategic planning, and the preparation of quality donor reports and funding applications.

|
Human Resources Management
-
Lead recruitment, induction, supervision, and performance management of staff reporting to the position.
-
Strengthening team capacity through mentoring, coaching, formal training, and supportive supervision, including clinical mentoring, where required.

Ensure clear work plans, SMART performance objectives, regular review meetings, and a collaborative, inclusive, and accountable team culture aligned with PRCS values and safeguarding commitments.

Donor, Finance, Administration and Compliance
-
Support the preparation of technically sound proposals, budgets, budget narratives, and donor reports, ensuring accuracy, coherence, and timely submission.

Monitor programme expenditure and budget utilization in line with approved plans, donor requirements, and PRCS and NoRC financial procedures.
-
Lead regular budget review and expenditure tracking processes and recommend revisions where required to support efficient and compliant implementation.

Ensure programme implementation complies with contractual obligations, donor indicators, audit requirements, and internal policies and procedures.

Security, Safeguarding and Other Duties

Ensure the health and nutrition team operates in accordance with applicable security SOPs, security management plans, and access protocols.

Support security analysis, operational risk review, and revision of relevant SOPs and procedures when required.

Promote safeguarding, confidentiality, code of conduct compliance, equity, inclusion, and respectful workplace behavior at all times.

Participate in strategic planning, emergency response, and other related duties reasonably assigned by management.

Essential Qualifications and Experience
-
Medical degree (MBBS or equivalent) required; postgraduate qualification in Public Health, Nutrition, or a related field strongly preferred.
-
Minimum 5 years of experience in managing health and nutrition programmes, including at least 3 years in humanitarian settings, preferably with an INGO or comparable organization and in insecure contexts.
-
Strong technical knowledge of IMCI, primary health care, CMAM, MIYCN, communicable disease prevention and control, and integrated health and nutrition programming.
-
Demonstrated experience in multi-sectoral and nutrition-sensitive programming, including WASH, cash and voucher assistance, livelihoods, and resilience approaches.
-
Experience in behaviour change or social and behaviour change programming.
-
Proven experience working with national health systems, government counterparts, and coordination platforms.
-
Strong experience in staff and partner capacity building, supportive supervision, programme design, donor reporting, budgeting, and financial management.
-
Strong monitoring, evaluation, and analysis skills, including experience with rapid assessments, SMART methodology, and routine information systems.
-
Demonstrated commitment to safeguarding, accountability, gender and protection mainstreaming, localization, and equitable programming.

Willingness and ability to travel frequently to remote and challenging field locations.

Experience working in complex, fragile, and insecure environments.

Experience in the Merged Districts or similar humanitarian and conflict-affected contexts.

Proficient in English and Urdu. Knowledge of Dari and/or Pashto is considered an asset.

Experience with major institutional donors such as BHA/USAID, ECHO, UNICEF, WFP, Irish Aid, the European Union, or similar donors.

Familiarity with PRCS and NoRC programme approaches and results-based management.
