Position Title:

Duty Station:

Karachi (with frequent field travel to targeted Union Councils)

Reporting Line:

Reports to ISD Project Director / Provincial ISD Lead

Contract Type:

Full-time (Monday to Saturday)

Working Hours:

9:00 AM – 5:00 PM

Monthly Salary:

PKR 200,000 (All inclusive)

 

1. Position Purpose

The Provincial Field Coordinator – ISD will lead and oversee the field-level implementation of Integrated Service Delivery (ISD) interventions across targeted Union Councils. The role ensures effective operationalization of quality service delivery, gender-responsive programming, coordination with government stakeholders (DEOCs, PEOC, PPHI, PERU), frontline worker supervision, and real-time monitoring for improved immunization, nutrition, MNCH, WASH, and community engagement outcomes.

2. Key Responsibilities

A. Program Implementation & Field Oversight (Output 1 & 4)

  • Oversee deployment and functioning of 5 multidisciplinary outreach teams across 15 UCs.
  • Ensure monthly zonal service cycles are implemented as per microplan.
  • Supervise delivery of:
    • Routine Immunization (RI)
    • ANC/PNC services
    • Nutrition screening and OTP referrals
    • IMNCI support
    • Basic treatment services
  • Monitor identification and tracking of:
    • Zero-dose children
    • Refusal cases
    • Defaulters
    • Lost-to-follow-up OTP cases
  • Ensure referral flow chart adherence from screening to OTP and EPI.
  • Coordinate with PPHI OTP sites to ensure treatment completion.
  • Ensure door-to-door female outreach in mobility-restricted households.
  • Strengthen post-campaign follow-up and missed-children tracking.

B. Social & Behavior Change

  • Supervise 20 Social Mobilizers (10 male, 10 female).
  • Ensure SBC plans are:
    • UC-specific
    • Gender-responsive
    • Tailored to local social dynamics
    • Not repetitive from previous SIAs
  • Shift strategy from reactive refusal-focused planning to proactive community engagement.
  • Ensure integration of:
    • IMNCI messaging
    • Polio & RI messaging
    • PSEA awareness
    • MR & OPV HCD behavioral interventions
  • Coordinate influencer engagement:
    • Female elders
    • Religious leaders
    • UC chairmen
    • Women support groups
  • Monitor digital and geo-targeted awareness campaigns.

C. Nutrition & ECD Integration

  • Oversee screening quality and referral tracking for SAM/MAM cases.
  • Monitor MNP, MMS, and WIFA distribution to missed cases.
  • Ensure active follow-up of children missing OTP appointments.
  • Supervise continuity of 15 ECD Play & Learning Labs.
  • Ensure quality implementation of:
    • Theatre sessions
    • Cooking demonstrations
    • School health sessions
    • International day observances

D. WASH & Water ATM Oversight

  • Supervise technical assessment coordination of 5 water schemes.
  • Facilitate BoQ review and submission to UNICEF.
  • Ensure formation and strengthening of 5 Water Management Committees (minimum 40% women representation).
  • Monitor rehabilitation quality and community engagement.
  • Oversee installation and operationalization of 3 Water ATMs:
    • Ensure academic/technical supervision
    • Ensure proper operator selection & training
    • Monitor revenue tracking and sustainability model
  • Track gender-disaggregated WASH impact indicators.

E. Coordination & Governance (Output 5)

  • Lead district-level coordination meetings.
  • Ensure alignment with:
    • PEOC
    • DEOCs
    • PERU
    • PPHI
    • Health, Nutrition & WASH sectors
  • Participate in TWG and Provincial Task Force meetings.
  • Ensure integration with PEI–EPI synergy platforms.
  • Channel technical inputs through approved task teams.

F. Monitoring, Reporting & Quality Assurance

  • Supervise Monitoring Officers and Reporting Officer.
  • Ensure:
    • Weekly & monthly reporting compliance
    • Sex, age, disability disaggregated data
    • Supply utilization tracking
  • Conduct regular field verification visits.
  • Simplify data burden per audit recommendations.
  • Ensure data-driven adaptive learning.
  • Support baseline and end-line surveys.
  • Monitor service quality, community satisfaction, and referral completion rates.

G. Capacity Building & Staff Supervision

  • Conduct orientation for new staff (CP, GBV, PSEA, Gender).
  • Ensure frontline workers strengthening:
    • CM, AIC, Vaccinators
    • Health Kit utilization
  • Monitor performance of outreach teams and mobilizers.
  • Conduct monthly performance reviews.
  • Ensure staff accountability and ethical compliance.

3. Expected Deliverables

  • Monthly ISD field implementation report
  • UC-wise service coverage dashboard
  • Referral tracking report (OTP & RI)
  • Gender-disaggregated performance analysis
  • SBC microplan review and improvement tracker
  • Water scheme rehabilitation progress report
  • Quarterly coordination summary
  • Documentation of HCD interventions impact

4. Key Performance Indicators (KPIs)

  • ≥90% adherence to monthly outreach schedule
  • ≥80% OTP referral completion rate
  • Reduction in zero-dose children in targeted UCs
  • Improved MR & OPV coverage trends
  • Functional WMCs with ≥40% female participation
  • UC-specific SBC plans operationalized
  • Timely submission of 100% required reports
  • Evidence of improved caregiver awareness indicators

5. Required Qualifications & Experience

  • MBBS / MPH / Master’s in Public Health, Health Management, or relevant field
  • Minimum 5–7 years’ experience in:
    • Immunization programs
    • Polio/PEI
    • Nutrition programming
    • Field coordination
  • Experience working with government health systems in Sindh
  • Strong understanding of:
    • RI & Polio
    • IMNCI
    • OTP/Wasting Management
    • SBC/SBCC
    • Gender-responsive programming
  • Strong coordination and leadership skills
