GESI and M&E Officer

Project Title: Promoting Anticipatory Action to Address Climate and Environment Risks for Community Transformation (PROAACT)

1. Position Summary

The GESI and M&E Officer is responsible for systematically integrating Gender Equality and Social Inclusion (GESI) considerations throughout the project and managing the Monitoring and Evaluation (M&E) frameworks. This role is crucial for ensuring that the project meets its objectives by embedding GESI factors into all interventions. At the same time, the Officer must maintain a robust M&E framework to track progress and ensure data-driven accountability during the project timeline.

2. Key Responsibilities (KRs)

  • GESI Integration
    • Conduct gender-responsive stakeholder mapping and facilitate inclusive participatory processes.
    • Ensure that project risk assessments and Local Adaptation Plans systematically address the needs of marginalized groups.
    • Provide technical support to project teams on rights-based approaches and inclusive programming.

Monitoring and Evaluation (M&E)

  • Develop and implement an M&E plan to track project progress against established indicators.
  • Design and manage data collection tools to capture both quantitative and qualitative project outcomes.
  • Prepare periodic progress reports, highlighting lessons learned and areas for improvement.

3. Required Qualifications and Experience

  • Education: Bachelor’s degree (16 years of education) in Gender Studies, Social Sciences, Development Studies, or a related field.
  • Experience: Minimum of 3 years of relevant professional experience in GESI programming, monitoring and evaluation, or development project implementation, preferably within climate or disaster risk reduction sectors, including
    • Expertise in gender analysis and rights-based approaches when engaging with government, UN, and community stakeholders.
    • Proven track record in designing M&E frameworks, managing data systems, and leading inclusive field assessments.
    • Strong familiarity with the socio-economic and cultural landscape of Gilgit-Baltistan and Astore, particularly regarding community-based vulnerabilities.
  • Skills:
    • Strong expertise in gender analysis and the application of rights-based approaches.
    • Proficiency in M&E methodologies, including logical frameworks, indicator tracking, and reporting.
    • Excellent analytical skills with the ability to synthesize complex data into actionable recommendations.
    • Proven ability to work collaboratively with diverse teams and sensitive stakeholders.
