POSITION SUMMARY:

The Assistant Manager Monitoring, Evaluation, and Learning (MEL) will support the Manager in the development and implementation of the MEL framework. The role involves assisting in the development of baseline studies, work plans, log frames, and ensuring the quality of project reporting. The Assistant Manager will play a key role in the continuous monitoring of project activities, data collection, and contributing to program evaluations and learning initiatives.

 

DUTIES AND RESPONSIBILITIES:

1. Support MEL Framework Development:

  • Assist in the design and implementation of the MEL framework, including the development of theories of change, logic models, and key performance indicators (KPIs).
  • Collaborate with the MEL Manager to ensure that the MEL framework aligns with program objectives and donor requirements.

2. Data Collection and Management:

  • Coordinate the collection, management, and storage of data from various sources, ensuring data accuracy, completeness, and security.
  • Develop and maintain databases for tracking program activities, outputs, outcomes, and impacts.
  • Assist in the design of data collection tools, including surveys, questionnaires, and interview guides.

3. Data Analysis and Reporting:

  • Conduct data analysis and support in data visualization tools to generate insights and support evidence-based decision-making.
  • Prepare regular monitoring reports, including progress reports, data dashboards, and presentation materials for internal and external stakeholders.
  • Assist in drafting sections of donor reports, focusing on MEL-related content.

4. Monitoring Program Implementation:

  • Conduct field visits to monitor the implementation of program activities, ensuring that they are carried out as planned and meet the expected quality standards.
  • Collect and verify data from field sites to ensure consistency and accuracy with program documentation.

5. Support Learning and Adaptive Management:

  • Contribute to the organization and facilitation of learning events, such as after-action reviews, reflection sessions, and learning workshops.
  • Assist in capturing lessons learned and best practices, and support the dissemination of this knowledge to program teams and stakeholders.
  • Help integrate learning into the program’s adaptive management processes, ensuring that feedback loops are established and utilized.

6. Capacity Building:

  • Provide training and capacity-building support to program staff and partners on MEL tools, methodologies, and best practices.
  • Assist in the development of MEL training materials and manuals.

7. Stakeholder Engagement:

  • Support the MEL Manager in engaging with stakeholders, including government agencies and donor representatives, to communicate MEL findings and recommendations.
  • Coordinate with partners and stakeholders to ensure their input is reflected in MEL activities.

8. Compliance and Quality Assurance:

  • Ensure that all MEL activities comply with donor guidelines and organizational policies.
  • Conduct routine quality assurance checks on MEL processes, data collection, and reporting.

9. Innovation and Improvement:

  • Stay updated on the latest MEL trends, tools, and best practices and suggest innovations to improve MEL processes within the program.
  • Assist in piloting new MEL approaches and tools and support their integration into the program.

10. Administrative Support:

  • Provide administrative support to the MEL team, including scheduling meetings, managing documentation, and coordinating logistics for field visits and learning events.
  • Assist in budgeting and resource planning for MEL activities.

REQUIREMENTS AND CORE COMPETENCIES:

· Bachelor’s degree in social sciences, development studies, statistics, or a related field. A Master’s degree is preferred.

· Minimum of 2 years of experience in Monitoring, Evaluation, and Learning in development projects or NGOs.

· Strong analytical and problem-solving skills.

· Proficiency in data management and analysis tools.

· Experience with baseline development, work planning, and log frames.

· Excellent communication and interpersonal skills.

· Ability to work independently and as part of a team.

· Knowledge of relevant local and international MEL standards and practices.

· Creative, energetic, ability to work independently with minimal supervision.

· Demonstrated flexibility, motivation and maturity

· Expertise in Microsoft Word, Excel, and Google Smartsheet.

· Strong organizational and multitasking abilities.

· Ability to manage multiple priorities under tight deadlines.

· Proficiency in using M&E tools and software.

· Strong report-writing skills.
