JOB PURPOSE

 The organization seeks to enhance its procurement strategies to improve efficiency, cost-effectiveness, and sustainability is required to develop and implement strategic sourcing initiatives that align with the organization's goals.

- Develop and implement strategic sourcing plans.

- Optimize supplier relationships and performance.

- Ensure alignment with organizational goals and sustainability initiatives.

- The position will be reporting to Head of Procurement

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Develop comprehensive sourcing strategies based on market analysis, organizational needs, and cost-benefit analysis. Identify and assess potential suppliers, considering quality, cost, reliability, and sustainability. Collaborate with internal stakeholders to align sourcing strategies with business objectives.

2. Work with Vendor Management focal point and senior staff on improving Supplier Management to identify, establish and maintain strong relations with the key suppliers and monitor supplier performance.

3. Identify opportunities for cost savings without compromising quality or service. Implement best practices for procurement processes and policies. Track and report on cost savings and other key performance indicators (KPIs).

4. Ensure sourcing strategies support the organization's sustainability goals. Ensure compliance with relevant laws, regulations, and ethical standards. Promote the adoption of sustainable and socially responsible practices among suppliers.

5. Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services.

6. Contribute to analysis of data to provide recommendations for process improvement.

7. Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.

8. Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.

9. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.

10. Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.

11. Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.

12. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

13. Act in an assigned emergency response capacity as required to meet emergency assistance needs.

QUALIFICATIONS AND EXPERIENCE 

Education:

Advanced University degree in Supply Chain, Procurement, Economics, Business, Legal , Accounting or other relevant field or first level university degree with 02 years of additional related work experience.

 

Experience:

Minimum 3 years of Professional/ managerial experience in Procurement, preferably with UN/ INGO’s, experience with:

- Handling routine transactions/ purchase of commodities/goods/services.

- Experience with Cash Based Transfer projects.

- Experience in establishing Long Term Agreements for service contracts.

- Demonstrated experience coordinating procurement processes with other units/ teams (e.g., Programme, Administration, Engineering

 

Language: Fluency (level C) in English language and the duty station’s language, if different.
