PURPOSE OF THIS CONSULTANCY:

The purpose of this consultancy is to develop and write the final publishable report for the GAVI funded Project “Fragility Emergency Displaced Population (FED)

Overview:

Jhpiego is an International non-profit health organization affiliated with the Johns Hopkins University, USA. For more than 50 years, and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.

Pakistan faced a historic flood crisis in 2022, leaving around 33 million people homeless, including 16 million children. Over 7.9 million were displaced, with significant damage to homes, public health facilities, and infrastructure. In Sindh, the hardest-hit province, nearly 242,000 displaced individuals were in 45 government camps or on roadsides. Amid this crisis, there was an urgent need for comprehensive healthcare, including immunization.

Southern Sindh, including Kamber, Shikarpur, Larkana, and Dadu, saw severe flood damage. With weak infrastructure exacerbated by the floods, there was a critical gap created in essential primary health care, especially immunization services.  Immunization coverage was below 50%, placing children at high risk for preventable diseases and increasing the risk of maternal and child health morbidity and mortality, especially in the flood affected marginalized and unreached or hard to reach populations.

Jhpiego took swift action and has since been reaching out to these most vulnerable populations through an integrated health service delivery model which is intended to serve as sustainable support for the government of Sindh and the people residing in the flood displaced areas. The project uses an integrated immunization approach for reaching children in flood affected areas in Sindh (FED) providing interventions in MNCH, hygiene, mental health and nutrition areas as well. Focus is placed on interlinking the government, private sector and CBOs/CSOs for building a sustainable and strong referral system through community empowerment for self- awareness in health seeking behavior.  

The major intervention areas integrated into the delivery model are:

Mobile Services:

  • Objective: Reach unserved populations in hard-to-access areas.
  • Approach: Deploy mobile teams for immunization, maternal and child health, mental health, nutrition, WASH and other curative services. Collaborate with governments, private sector and NGOs and set up a referral system along with community mobilization and ownership. The scope also includes data collection, recording and reporting, VPD surveillance, participation in emergencies and other government activities complementing our efforts in improving community health indicators.

Mental Health Screening:

  • Objective: Address mental health needs of displaced populations.
  • Approach: Conduct initial mental health assessments using PHQ-9 assessment tool. Train staff, social mobilizers, CBOs on the standard tool to sustain this identification and referral mechanism for appropriate quality care.

Capacity Building for CSOs/CBOs:

  • Objective: Strengthen community support for immunization.
  • Approach: Empower CBOs for sustaining this identification and referral mechanism by building capacity and ownership. Picking youth champions from communities to take on the role of leaders for this function.

Supportive Supervision:

  • Objective: Ensure quality of immunization services.
  • Approach: Conduct supportive supervision of fixed and outreach vaccination sites using digital checklists to monitor and enhance service delivery.

Integrated Services at Fixed Sites:

  • Objective: Enhance existing vaccination services.
  • Approach: Strengthen integrated health care: immunization delivery at high-level facilities with priority for referred cases for immunization of children, malnourished children, ante-natal care and post-natal care of pregnant women, mental health issues. Link with local CSOs / communities and private sector creating a sustainable intervention model and referral mechanism.

Scope of Work:

To provide a final report from project inception, implementation to report dissemination. The report will capture the lifetime of the project and its impact on the target communities. It will comprise: narratives, graphs, tables, charts, pictures along with inferences for a preparedness model derived from lessons learned and best practices for a contextually correct best fit. This will serve as a way forward for addressing future challenging health needs of flood displaced populations and unreached populations in similar situations.

Additionally, included will be an executive summary, testimonials, foreword, contents, page numbers and other such requirements of a report. The final report will be in printable and publishable form.

 Guidance and information will be taken from:

  • Review of available project documents.
  • Discussion / interview with global, country director and project lead at Jhpiego Islamabad office
  • Discussion / interview with other relevant Jhpiego allied function staff for gaining deeper insight (finance, operations, human resource, data team and field monitors)
  • Discussion with Jhpiego provincial team and field teams for first-hand information and deep dive on field operations (Larkana, Kambar, Dadu, Shikarpur)
  • Discussion with district governments and EPI program personnel at various levels
  • Discussion with community leaders, youth champions, CBOs, NGOs/INGOs etc
  • Attending and incorporating useful information from the lessons learned workshop in November 2024 into the draft final report
  • Preparing a comprehensive power point presentation for the report dissemination seminar in 1st week of December 2024
  • Attending and incorporating information from the dissemination seminar and way forward workshop

Any other work assigned by supervisor for concluding the report comprehensively.

Qualification Required:

  • MBBS, MSPH or equivalent.
  • 3-4 years experience of working in immunization will be preferred.
  • Experience of writing reports / published reports especially in immunization and the health sector.  
  • Similar work experience with INGOs / UN agencies and other international partner agencies will be preferred
  • Good English writing skills
  • Data analytical and computer skills required to manage, interpret and show data in graphical form (charts, tables, trends etc).

Assignment duration14th October 2024 – 07th December 2024

Travel: Islamabad, Karachi, Larkana, Shikarpur, Kambar and Dadu. Approximate expected travel days are 15 - 20 (this may change as per need). Travel arrangements will be organized by Jhpiego.

Check in: weekly check in every Friday. Daily coordination as and when needed by both parties.

Position Location and Reporting: Islamabad with possibility of considering a hybrid model and reporting to Project Lead)

Report Approval: Approval of draft report by project team lead and final approval by Jhpiego country director
