Level 2: the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position ; therefore, a police check will be required.

ROLE PURPOSE:

The Project Coordinator – CP & GBV is primarily responsible to support the successful implementation of CP program across designated districts of Baluchistan. S/He will support partners and frontline workers for ensuring high quality standards in the technicality and quality delivery of the CP programs at safe spaces and communities. S/He will support training of project staff, partners’ teams and frontline workers as required, program monitoring, supervision, report writing, ensuring that project meets stated goals and reporting requirements. S/He is expected to represent the organization at CP, GBV working group/s at provincial level, other provincial and district level meetings with INGOs, UN and stakeholders.

KEY AREAS OF ACCOUNTABILITY:

Programme Coordination and Implementation

  • Assist Program Manager Child Protection & Child Rights Governance in development of implementation plans and budgets for SC and partner organizations for the approved funds and grants,
  • Ensure that technical guidelines are fully adhered by the partner organisations on the quality implementation of SC’s CP interventions ensuring the approach is consistent with other agencies and integrated with other SC activities.
  • In collaboration with implementing partners and support the implementation, reporting and monitoring of program activities according to international and SCI standards, ensuring that programs objectives, indicators and outcomes are met in a timely manner and with quality.
  • Work closely with Program Manager CP&CRG to ensure all procedures, codes of conduct and policies are followed and upheld and ensure compliance in all facets of technical aspect of program implementation.
  • Assist Program Manager CP&CRG for effective and efficient projects implementation as per goals and targets set in the project Log frame and activity plan, involving, among others, technical team and other members of the program management team.
  • Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.

Technical support and quality assurance:

  • Coordinate with partner organisation in collecting/ensuring timely monthly workplans, activity status and follow up on planned/pending activities.
  • Seek formal and informal technical expertise from the thematic sections and arranging support to specific projects through field visits or as appropriate.
  • Jointly with Program Manager CP&CRG, support the development/adoption of technical guidelines/protocols for planned CP intervention.
  • Provide support in capacity building trainings and developing protocols, SOP for case management and referral services. 
  • Ensure supplies of technical guidelines/protocols/tools in all safe spaces.

Capacity building:

  • Support in identification of capacity gaps and capacity building needs of partners through comprehensive training need assessments, and support implementation of capacity building plans
  • Jointly with Program Manager, implement capacity-building plan for SC staff and relevant stakeholders and facilitate/co-facilitate the trainings as required.

Coordination and Representation:

  • Establish and strengthen working relations with concerned government bodies, INGO, UN agencies for improved program implementation at district.
  • Work closely with broader civil society for collective advocacy efforts and further extending support to activate the civil society in terms of key CP and GBV issues.
  • Liaise provincial & district level child protection authorities for ensuring good working relationship and timely facilitation of the referral services as required.
  • Represent in Sector level coordination and technical working groups at district and provincial level.

MEAL, Reporting and Documentation:

  • Ensure, in consultation with MEAL section that all project implementation plans include appropriate monitoring and impact assessment mechanisms and tools.
  • Coordinate with SC and partner MEAL team for proper documentation, data collection and monitoring of project deliverables.
  • Support in preparation of assessments, evaluations, high-quality donor, and other periodic narrative reports as and when required.
  • Ensure proper project documentation and initiate/support in initiatives for programme visibility and other requirements.
  • Conduct regular monitoring and support visits to the field sites, working closely with implementing partners to ensure the on-going relevance of programme direction and support.

QUALIFICATIONS 

Master’s degree in social sciences, Gender Studies, Social Work, Developmental Studies, or related discipline.

EXPERIENCE AND SKILLS

Essential

  • At least 5 years of experience in child protection and GBV projects.
  • Previous experience of working in a similar role with a humanitarian organization in a development and in a natural / human induced emergency context.
  • Awareness and knowledge of CP and GBV issues in general and their relevance to the humanitarian emergency and post-conflict recovery setting especially refugees, Internally Displaced Persons (IDPs), returnees and vulnerable host communities in Pakistan (Baluchistan Province), which has a high concentration of Afghan refugees.
  • Experience in program coordination and community participatory methods for community development and mobilization.
  • Ability to represent organization at different forums and highlight the program highlights.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Ability to coordinate with govt. departments and represent SCI.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
  • Proficient in speaking and written English and well versed in local and regional languages.
