Job Summary
CP is recruiting a Food Security and Livelihoods (FSL) Specialist for the BRAVE project in Sindh Province. The primary objective of this project is to provide early recovery support to communities affected by flooding in the region. The project will focus on key sectors including Food Security and Water, Sanitation, and Hygiene (WASH).
The FSL Specialist will work closely with the Project Manager to design, implement, and monitor food security, agriculture, livestock, and livelihood interventions in Sindh. The specialist will ensure that project objectives are achieved through effective and efficient implementation of activities, which may include Multi-Purpose Cash Assistance (MPCA), small business support, vocational training, kitchen gardening training with kits, and agricultural inputs for the most vulnerable households. Additionally, the specialist will assist in supporting existing small businesses, providing agricultural management training, and strengthening community linkages to local markets and services for project beneficiaries.
JOB RESPONSIBILITIES AND TASKS:
Job Responsibility - 1 (75% of the time)
- Assist the Senior Project Manager in developing and reviewing detailed guidelines and Standard Operating Procedures (SOPs) for kitchen gardening, small businesses, and homestead gardening under the Food Security & Livelihoods, Agriculture, and Livestock interventions.
- Establish processes and systems to capture essential information, ensuring accurate and comprehensive reporting of financial, narrative, and statistical data related to FSL activities, as required by government, donors, and other stakeholders.
- Initiate the procurement process in close collaboration with the procurement department to ensure the timely delivery of inputs and materials.
- In consultation with the field team (community mobilizers), plan, coordinate, and follow up on FSL activities, including field assessments, market price monitoring, distribution of inputs (such as livestock, seeds, and tools), and the implementation of training programs.
- Provide technical support in developing and delivering tailored approaches and technical training for beneficiaries (separately for men and women) to enhance their skills in the aforementioned activities.
- Provide technical advice and support to implementing partners, ensuring standardized practices and modalities for FSL interventions.
- Contribute to rapid assessments and market analysis during new interventions or crisis situations, using the organization’s standard tools and methodologies.
- Foster stronger linkages and collaboration with partner organizations, government line departments, and other relevant stakeholders at the district and local level, ensuring the exchange of useful scientific information, which will be shared with the line manager for dissemination at the community level.
- Track the performance of Food Security, Agriculture, and Livelihood activities, contribute to Post-Distribution Monitoring (PDM), and incorporate key learnings into future programming.
- Coordinate with the field team to facilitate data collection and beneficiary assessments for the Multi-Purpose Cash Assistance (MPCA) program. Compile and process the collected data to ensure timely and accurate cash disbursement.
- Manage cash disbursement processes with a focus on gender inclusion and safeguarding principles, ensuring that all activities are carried out in compliance with organizational policies.
Job Responsibility - 2 (20% of the time)
- Closely coordinate with the organization's Monitoring, Evaluation, Accountability, and Learning (MEAL) unit to ensure that relevant output and outcome indicators for FSL interventions are systematically collected and analyzed. This will assist the Country Office in evaluating the efficiency, effectiveness, and appropriateness of the interventions.
- Ensure adherence to all operational and reporting obligations by government, NGO, and cluster partners, in coordination with other programs and support functions.
- Represent the organization at FSL working group/cluster meetings at the district, provincial, and national levels, with the aim of strengthening the organization’s position within the cluster and fostering collaboration with other key sector partners.
- Represent the technical aspects of the organization's program to various government bodies, UN agencies, FSL working groups/cluster, and other NGOs at national, provincial, and district levels.
- Contribute to the development of new proposals, including narrative and budget, in collaboration with Business Development, Logistics, Finance, HR, and Program teams.
- Assist in the preparation of donor reports, ensuring high-quality reporting with accurate and timely information.
Other responsibilities as assigned (5% of the time)
Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
Master’s degree in agriculture, Social Sciences and Rural Development or other related field any additional diploma/training will be preferred.
B) Experience/ Technical Skills
Required
- Demonstrated 5-7 years of experience in Food Security & Livelihoods preferably with an International NGO in a similar capacity; and a minimum of 5 years’ experience implementing FSL projects in rural districts of Pakistan.
- Familiarity with UN guidelines, Sphere Standards and other humanitarian accountability frameworks as well as international codes of conduct.
- Good knowledge of the flood affected population and farming community in the flood affected districts.
- Good organizational & technical advisory experience.
- Basic awareness of logistics / financial procedures.
- Excellent computer skills at Microsoft Office (Excel, Word, PowerPoint etc.).
- Practical knowledge of emergency response and FSL interventions and market analysis.
- Strong Verbal/Written and communication skills.
- Experience in conflict resolution and consensus-based decision making. The position will be required to travel to project areas on a regular basis.
- Strong personal organizations and time management skills with the capacity to adapt to a changing environment and work under tight deadlines.
- Strong skills in networking, building relationships and liaison with counterparts.
- Previous experience of working through implementing partners including capacity building on FSL implementation.
- Capacity to build and manage partner relationships.
- Monitoring and evaluation skills.
