About the role:
Under the direct supervision and guidance of the Chief Executive Officer, the Sr. Manager MEAL & CRM shall bring strong monitoring, evaluation, and organizational learning skills to develop effective & efficient MEAL strategy, and systems for capturing and reporting on the impacts of these programs, through monitoring and evaluation tools. He/She shall play an essential role in ensuring that PMS implements a robust MEAL framework for the programs and shall lead in ensuring & communicating organizational learning and improvement. The job holder shall provide leadership to the M&E team to improve specific monitoring and evaluation tools, the analysis of information collected, and ensure consistent M&E support in sectors of WASH, Health, Food Security/Livelihoods. He/She shall liaise with other technical staff to ensure that the cross-cutting issues of gender, safeguarding, and learning, and accountability to beneficiaries are addressed in monitoring & evaluation plans.
Your impactful goals will include:
- Provide strategic leadership to the MEAL and CRM functions within Pak Mission Society.
- Revise, design and manage standardized MEAL systems and tools to monitor program performance, evaluate the intended impact and incorporate the key learning during and after the projects/programs’ implementations.
- Ensure that all projects and programs have strong M&E plans with clear data collection mechanisms against key deliverables and indicators.
- Build the capacities of programs and MEAL teams to understand and implement strong MEAL plans for the projects and programs.
- Develop the MEAL and other analytical tools as and when needed and build the capacities of relevant staff.
- Ensure the adherence and mainstreaming of HAP and Humanitarian Charter in general across all projects and programs.
- Develop and share the dashboards for the executive decision-making to improve on programming, take corrective measures, and develop new programming models.
- Prepare and disseminate regular MEAL Reports to sector coordinators, directors, and donors.
- Ensure that all programs are designed with a strong needs assessment done; and are implemented with strong baselines and end-lines to compare the change and measure achievements.
- Ensure that quality benchmarks for the programs/sectors are established and SOPs to achieve the benchmarks are developed, understood, implemented and consistently monitored.
- Develop and implement a strong mechanism to measure the intended impact of the program through periodical, mid-term, and terminal evaluations.
- Contribute significantly to program design based on lessons learned from the program’s M&E, with a specific focus on log frame developments.
- Ensure all M&E systems and monitoring plans comply with various donor requirements, GFFO, Humedica, KNH, UNHCR, and other small grants.
- Ensure compilation and analysis of data across the program sites regularly, and assist with writing up the analysis for purposes of donor reports and advocacy.
- Provide input to periodic and other reports and new program proposals ensuring data and information contained therein are up-to-date and accurate.
- Ensure regular MEAL visits by the MEAL team and provide an on-field mentoring support to MEAL team.
- Coordinate and support cross-program M&E activities with other programs and represent PMS as necessary at technical forums/consortiums.

What we are looking for:
Education & Knowledge
- Master’s degree in a relevant field such as Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, Public Administration, or another related discipline.
- Advanced coursework or certifications in MEAL, Project Management, Data Analytics, or similar is often preferred.
Work Experience
- Minimum of 8 years programming experience in humanitarian and development context, with a specific focus on M&E.
- Proven experience in the development of Accountability mechanism, M&E plans, systems, and tools for large-scale programs.
Functional Competencies/Skills
- Knowledge and skills in various forms of data collection both quantitative and qualitative (i.e. Population-based Surveys, Qualitative Methods, program statistics, facility surveys, Community-based Needs Assessment, etc.)
- Highly developed analytical and communication skills, including excellent oral and written English and Urdu.
- Proven experience in training and capacity-building of staff.
- Demonstrated interpersonal skills, sound judgment, planning, team building, and facilitating skills.
- Competence in using information technology including experience with word processing, spreadsheets, and database software.
- Experience in both the Humanitarian and Development sector is must.
- Interest in sharing professional skills as well as learning from others.
- Willingness and capacity to work and travel to project field offices in the Country.
- Proven track record of quality performance in highly pressured environments.
- A good sense of humor.
