Project Overview:

The Building Healthy Families (BHF), funded by the US Agency for International Development, seeks to improve health outcomes in Pakistan by strengthening primary health care systems to encourage use of voluntary family planning (FP) and reproductive, maternal, newborn, and child health (RMNCH) services. The project works closely with Sindh and Khyber Pakhtunkhwa provincial governments and private-sector providers to assist the Government of Pakistan with achieving its FP2030 goals. BHF contributes to a higher-performing health system that is prepared to handle pandemics, and is more responsive to the needs of Pakistanis, especially women, children, and youth, disadvantaged and marginalized populations.

The project expands the delivery of FP/MNCH products and services through private and public community-based providers. It tests new and existing high-impact practices, working with the government to scale up those that are most effective. 

Beyond the project’s focus on women and girls, BHF reaches married men and youth so that they can knowledgably communicate about, demand, and use essential services. This includes working with health providers to test, refine, and scale up youth engagement and counselling models. Additionally, BHF applies innovative, evidence-based social and behaviour change interventions with young individuals and couples, and men. 

Job Summary:

The incumbent will have the overall responsibility as a focal person to support implementation, monitoring and supervision of activities under the Building Healthy Families (USAID funded) in specified districts of Punjab, while also ensuring coordination and liaison at the District level. Manage the interventions and maintains inventory of project material, operational and financial processes, help in tracking project activities and support in consolidation of reports, organize reviews, record proceedings and ensure timely feedback for submission to Program department.

Key Job Outcomes:

Project Management

  • Act as Technical Focal Point at the province for Family Planning and health system strengthening activities
  • Support the provincial team as technical focal person in coordination and implementation of program activities with focus on family planning in public and private sector.
  • Organize and assist in Supportive supervision and process monitoring of activities at the field level.
  • Conduct regular meetings with provincial health and population departments to coordinate and implement program activities.

Meeting Coordination & Facilitation

  • Organize and facilitate one-to-one meetings with key stakeholders to develop follow-up action plans at District and Provincial level.
  • Develop training rollout plans in consultation with BHF technical leads and relevant departments.
  • Organize meetings and ensure participation of key stakeholders.
  • Coordinates visits and organizes meetings of the delegation(s) with the project stakeholders at provincial and field level.

Support for Program Implementation

  • Assist the Provincial Lead in ensuring timely, efficient, and effective delivery of activities.
  • Keep track of all activities as per the work plan and provide monthly and quarterly analysis of activities against the timelines.
  • Provide on-field support, as required for smooth implementation of programmatic activities.
  • Prepare and support the implementation of the yearly/quarterly work plan.
  • Monitor the progress of activities and the achievement of results in line with the log frame of BHF.

 Report Writing & Documentation

  • Lead collection of data related to program activities, prepare data analysis and write reports for internal use.
  • Contribute, in coordination with the MEL team, in the preparation of monthly, quarterly, and annual analytical progress reports, with special focus on the documentation of results and their relevance to the yearly work plan.

Data Management

  • Ensure data is made available to the province on agreed time frames and is then processed and shared with supervisor and senior management.
  • Maintain complete pictorial records of all meetings at District level.
  • Facilitate BHF and donor during monitoring visit of activities.
  • Undertake any other task related to the project as assigned by Pakistan office.

Required Education and Work Experience:

  • A bachelor’s degree in public health, health sciences or a related discipline is required.
  • Experience with USAID or other donor-funded programs, particularly in family planning, maternal and child health, and sexual and reproductive health, is a plus.
  • At least 5 years related experience in the development health sector.

Preferred Education & Work Experience:

  • Candidates with a master’s degree in public health will be preferred.
  • Experience in practical field work in FP/MNCH & sexual and reproductive health and rights.
  • Health practitioners registered with the Pakistan Nursing Council/ Pakistan Medical and Dental Council, Pakistan.
  • Experience in Family Planning/Maternal and Child Health.
  • Experience and familiarity with Quality improvement processes.

Minimally Required Job-Specific Competencies:

  • Specific Public Health System: Foundational knowledge of public health systems.
  • Data Collection and Management: Proficiency in data collection methodologies and tools, ensuring accurate and efficient data management and analysis.
  • Coordination Skills: Strong ability to coordinate effectively with government agencies and partner organizations to facilitate collaboration and align project goals.
  • Organizational Skills: Excellent organizational skills to plan and manage meetings, ensuring productive discussions and follow-ups on action items.
  • Field Monitoring: Experience in field monitoring to assess program implementation, gather feedback, and ensure adherence to project standards.
  • Communication Skills: Outstanding verbal and written communication skills to convey information clearly and foster positive relationships with stakeholders.
  • Languages: Proven ability to write and speak using local language and English language.
  • PC Applications: Advanced knowledge of MS Outlook, MS Word.

Preferrable Job-Specific Competencies:

  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services including strategies and indicators.
  • Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
