Communications Expert (Interim for 15 November to 5 December 2024)
Programme Overview
Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).
Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
Position Summary
The E4H Programme is currently seeking a Communications Expert to support its Federal, KP, and Punjab teams for the interim period between 15 November and 5 December 2024, while the programme’s Communications and Knowledge Management Expert is out of office on leave. Specifically, the Interim Communications Expert will professionally copy-edit and format programme deliverables; provide support for the successful roll-out of the launch of National Action Plan for Health Security (NAPHS) 2024-28 in Islamabad (21 Nov 2024); and provide support for the successful roll-out of the launch of Climate and Health Adaptation Plan (CHAP) in Peshawar (28 Nov 2024).
Responsibilities/Scope of Work
Copy editing of programme deliverables:
· Copy-edit programme interim and final deliverables to ensure accuracy, completeness, clarity, readability, and overall professionalism (e.g., grammar, punctuation, spelling, syntax etc.), in alignment with the programme’s style guide. Ensure consistency in style and tone across written materials.
· Enhance and standardise the presentation and format of deliverables; ensure consistency in layout, fonts, headings, and other design elements.
· Provide support to the programme team if any updates are required to the programme Quarterly Reports and the Success Stories.
Support for the launch of National Action Plan for Health Security (NAPHS) in Islamabad on 21 November 2024:
· Coordinate with the programme’s Federal team to extend support for the launch event.
· Coordinate with the printer for final printing of the final event branding collateral including folders, invitations cards, souvenir shields, backdrop, etc.
· Oversee overall hall setup including installation of SMD screens, backdrop, podium cover, standees, LCD screen, digital standee, etc.
· Coordinate with the printer for final delivery of the printed NAPHS report.
· Work closely with the event photographer/videographer on the day of the event to ensure good photos are captured and shared with FCDO, Fed teams and the Ministry on the day of the event.
· Coordinate with the Fed team and the Ministry’s comms person to ensure the final FCDO-cleared press release is pushed-out.
· Ensure the NAPHS 2024-28 pre-event final slideshow video is transferred successfully from the video editor to the event screens.
· Ensure social media posts are posted on E4H Twitter and LinkedIn on the day of the event.
· Perform any other tasks designated by the supervisor/Fed team.
Support for the launch of Climate and Health Adaptation Plan (CHAP) in Peshawar on 28 November 2024 (tentative date):
· Coordinate with the programme’s KP team and CHVA TA team to extend support for the launch event.
· Coordinate with the printer for final printing of the event branding collateral including folders, invitations cards, backdrop, etc.
· Oversee overall hall setup including installation of SMD screens, backdrop, podium cover, standees, LCD screen, digital standee, etc.
· Coordinate with the Graphics Designer and printer for final delivery of the printed CHAP report and 4 policy briefs.
· Work closely with the event photographer/videographer on the day of the event to ensure good photos are captured and shared with FCDO, KP team and the KP Department of Health (DOH) on the day of the event.
· Coordinate with the KP team and the Ministry’s comms person to ensure print and electronic media gets invited to the event. Prepare Press packs for the media reporters containing English and Urdu press release, agenda and CHAP report.
· Work closely with the KP team and the video editor to ensure CHAP pre-event final slideshow video is developed and transferred successfully from the video editor to the event screens.
· Ensure social media posts are posted on E4H Twitter and LinkedIn on the day of the event.
· Work closely with CSO or any youth groups that get invited to the event for a theatre performance, if any.
· Work closely with PR firm for pre or post event TV show/podcast/radio show appearance of KP/CHVA teams, if any.
· Perform any other tasks designated by the supervisor/KP team.
Reporting, Location, and Level of Effort
The Interim Communications Expert will report directly to Programme Manager.
It is expected that this individual would be based in Islamabad/Peshawar.
The level of effort for this role is 15 days between 15 November 2024 and 5 December 2024.
Key Competencies Required
· Degree in Communications, Journalism, Public Relations, Public Health, International Development, or related field.
· A minimum of 8 years of relevant experience; strong preference for those with application of communication skills in the health sector.
· Proven experience of managing programme events with stakeholders in government and development partners.
