Job Title: Deputy Director/Program Manager AHDRR, PRCS-GRC Coordinator

Position Objectives:

  • The primary objective is to ensure collaboration and communication across ongoing programs at all levels in compliance with the MOU signed between GRC and PRCS.
  • This position will also be responsible for the execution of the Anticipation and Humanitarian Preparedness (AHDRR) project being implemented in Sindh, Punjab and Khyber Pakhtunkhwa provinces.

Specific Duties, Responsibilities, and Accountabilities:
Program Coordination and Relationship Building:

  • Serve as the primary liaison between the German Red Cross (GRC) and PRCS, ensuring a seamless working relationship between partners (GRC and PRCS) based on mutual respect and shared responsibilities, aimed at benefiting vulnerable populations.
  • Facilitate the development of mutually acceptable partnership and project agreements between GRC and PRCS, ensuring alignment with the objectives outlined in the MOU and project agreement/s
  • Assist in establishing a national-level steering committee and undertake the role of convener for quarterly progress review and planning meetings, actively following up on actions arising from these meetings to ensure effective collaboration and project implementation.
  • Coordinate and ensure necessary technical support from PRCS sectoral/thematic leads and technical experts required for AHDRR project in the field.
  • Coordinate with relevant provincial branches for the planning, implementation, compliance, and quality assurance of the AHDRR project.

Planning, Monitoring, and Reporting:

  • While working closely with GRC and relevant PRCS units, the position holder is desired to take an active role on behalf of PRCS in drafting concept notes, project proposals, and funding applications for potential funding agencies.
  • Ensure that PRCS Provincial branches undertake data-gathering exercises as needed for the development of funding requests to back donors.
  • The incumbent will prioritize maintaining high-quality service delivery in the field by accompanying the GRC team in regularly visiting project sites.
  • Facilitate seamless access for the GRC team to project areas and related data, and documents related to GRC operations in project areas.
  • Lead the development of periodic narrative reports in accordance with mutually agreed reporting templates for both GRC and PRCS, working closely with PRCS PHQs and GRC.
  • Help GRC PMER in the collection of primary and secondary data for all GRC-funded programs, including baselines, end-lines, and various studies and surveys with the engagement of PRCS PMER.

Financial Management and Reporting:

  • Coordinate with provincial branches and the NHQ Finance department to collect, review, and submit financial reports, ensuring strict adherence to GRC financial regulations and mutually agreed timelines.
  • Collaborate closely with PRCS program staff and Finance departments to develop and submit quarterly cash requests to GRC within the agreed-upon templates and timelines.
  • Liaise with the Finance departments of both GRC and PRCS to facilitate the smooth and timely resolution of any disputed financial expenditures reporting.

Logistic, Admin and HR:

  • Assist the process for the GRC country delegation to obtain visas, travel No Objection Certificates (NOCs), and access to project field areas in Pakistan.
  • Support the GRC country office by facilitating matters concerning office building maintenance, rental agreements, fleet management, and provision of amenities.
  • Offer essential support to GRC in all human resources-related matters, including staff contract renewals, application of PRCS HR policies, and negotiation with provincial headquarters regarding the application of PRCS HR policies.

Others:

  • Ensure that all GRC/PRCS projects are implemented in line with GRC, Sphere, Core Humanitarian and donor standards and regulations as well as according to the national law.
  • Uphold the Fundamental Principles of the Red Cross and Red Crescent Movement.
  • Perform any other work-related assignments assigned by the management.

Education / Qualification

  • Master’s degree in social sciences/development studies or similar.
  • A university degree relevant specifically to Project Management, Disaster Risk Management, Sociology, Anthropology, etc is a distinct asset.
  • Excellent computer software skills including MS Office and Database Management, SPSS,Excel, MS Access etc.

Experience

  • Five to Seven years of experience working in program and project management roles within humanitarian organizations, either at the national or international level.
  • Extensive experience in project coordination, monitoring, and reporting.
  • Experience with management of external relations and dealing with diverse stakeholders.
  • Experience working with local communities and integrated programming

Skills and knowledge

  • Excellent project coordination and drafting skills and analytical abilities
  • Open to working with people of different cultural backgrounds.
  • Advanced knowledge of and experience with MS Office
  • Understanding of the work, principles, and ethics of the Red Cross & Red Crescent Movement is preferred.

Travelling

  • The Project Coordinator must be ready and willing to travel extensively
