Summary of Key Functions

The Project Manager for the Building Institutional Capacity and Resilience Against Natural Disasters (BRAND) project will oversee all aspects of the project in Karachi, focusing on disaster preparedness, risk reduction and refugee response. The incumbent will be responsible for leading and managing the project team, ensuring effective coordination among stakeholders and maintaining the alignment of project activities with the objectives outlined by the donor (ECHO).

Under the direct supervision of the CEO, the Project Manager will manage project activities, oversee the implementation of key interventions and ensure that all project deliverables are met on time, within budget and in line with expected quality standards. The Project Manager will also be responsible for reporting, monitoring and liaising with external stakeholders, including government agencies, UNHCR, IOM and other humanitarian actors, to ensure coordinated and effective delivery of services.

Roles and Responsibilities

Project Leadership & Implementation

Lead the implementation of the BRAND project in Karachi, ensuring that all planned activities related to disaster preparedness, risk reduction and refugee support are carried out effectively and in line with agreed work plans.

Oversee the preparation, execution and monitoring of the work plan, ensuring that all project objectives are achieved within the agreed timeline and budget.

Manage a team of project staff, providing leadership, guidance and coaching in the execution of project activities.

Ensure coordination among local authorities, key stakeholders and implementing partners to streamline disaster risk reduction efforts and refugee response activities.

Stakeholder Coordination & Representation

Liaise with government entities (NDMA, PDMA, DDMA), UN agencies (UNHCR, IOM) and other relevant stakeholders to ensure alignment and complementarity in interventions.

Represent the project at coordination meetings, forums and working groups (e.g., Refugee Coordination Working Group), ensuring active participation and information-sharing.

Monitoring & Evaluation

Oversee the development and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan for the project, ensuring quality data collection, analysis, and reporting.

 

Ensure that the project’s progress is regularly tracked against key performance indicators (KPIs) and make adjustments as needed to ensure successful delivery of outcomes.

Ensure compliance with donor requirements, reporting deadlines and internal monitoring frameworks.

Financial & Resource Management

Manage the project budget, ensuring that project expenditures are within allocated limits and that financial controls are strictly followed.

Work closely with finance and administration teams to ensure smooth processing of project resources, including procurement and logistics.

Ensure that any challenges related to budget overages or resource shortages are addressed promptly with clear action plans.

Staff Management & Capacity Building

Lead and manage a team of project officers and staff, providing them with ongoing technical support and ensuring they have the tools and resources necessary to deliver quality work.

Develop clear objectives and performance evaluations for all direct reports, ensuring alignment with project goals.

Conduct recruitment for project staff as necessary and facilitate capacity-building initiatives through training and mentoring.

Reporting & Documentation

Prepare and submit timely internal and donor reports, ensuring that reports are comprehensive and meet quality standards.

Maintain accurate and up-to-date project documentation, including work plans, budgets, procurement plans, and monitoring reports.

Community Engagement & Risk Analysis

Work with the team to engage the refugee and host communities, ensuring their participation in project activities, including disaster preparedness training and information dissemination.

Identify protection risks and propose timely, practical responses to address gaps or issues related to refugee needs, shelter, WASH, and livelihoods.

Compliance & Accountability

Ensure adherence to Inspire Pakistan, CESVI and donor policies, procedures, and guidelines throughout the project lifecycle.

Ensure accountability towards beneficiaries, ensuring transparent and ethical delivery of project services, including cash transfers and humanitarian aid.

 

Qualifications and Experience

Education:

A Bachelor/Masters degree in Disaster Management, Social Sciences, International Development or a related field.

Experience:

At least 5 years of experience in managing disaster risk reduction (DRR) or humanitarian response projects, preferably in the context of refugee programming.

Demonstrated experience in managing multi-disciplinary teams and working with government authorities and other stakeholders.

Strong understanding of ECHO’s funding regulations and reporting requirements.

Skills:

 Strong project management skills, including the ability to develop and implement work plans, manage budgets, and coordinate activities effectively.
