Consultancy – Security Consultant

Inspire Pakistan

Inspire Pakistan is a non-governmental development organization registered with the Security and Exchange Commission of Pakistan (SECP) under Section 42 of the companies’ ordinance 1984. The components of organization programmatic framework are education, human rights, refugee affairs, women and community empowerment.

About the Consultancy

The Security Consultant will work under the Operations Unit of the organization. Reporting to the Chief Executive Officer through Director Operations, sent to virtually to the project areas with the prime responsibility of identification, prevention and management of security risks. The incumbent of the position will work as the main security advisor/officer developing the security system of an organization and other times be part of a team, providing security training to field staff. The consultant will provide security advice to senior management, provide support during the management of a crisis, and/or provide Online Security Training. The position requires a good amount of maturity and cultural sensitivity.

 

 

Scope of work

1) Strategic Guidance (Deliverable 01)

  • Development of an organizational-wide security risk management framework;
  • Write security documentation including security risk policies; security guidelines; critical incident management; as well as templates and tools to support security management at all levels;
  • Write organization-specific security risk management manuals aimed at senior managers and   managers;
  • Provide accurate security-related information to help senior managers make informed decisions;
  • Identify security risk management related roles and responsibilities and provide recommendations for the inclusion of these in the staff organogram;
  • Provide recommendations for the most relevant and efficient allocation of resources to risk management;
  • Provide recommendations for the appropriate rolling-out, mainstreaming, ownership and oversight of the revised risk management framework.

 

 

2) Operational Support   (Deliverable 02)

  • Review and enhance existing security plans;
  • Develop location-specific risk assessments;
  • Support organizations in their expansion into new geographical areas of operation;
  • Develop security risk management manual for staff;
  • Provide operational mentoring and coaching on risk and security management issues including mainstreaming of security;
  • Plan for contingencies – evacuation (security and medical), relocation, hibernation – at HO & Field levels;
  • Prepare for crisis management – policy, crisis management team, communication, materials, trainings;
  • Establish information coordination and management systems – incident reporting and feedback circles, information gathering and analysis, travel monitoring;
  • Support the management team when outsourcing security services (call for tenders) – drivers, guards, close protection

 

3) Crisis Management   (Deliverable 03)

  • Facilitate the development of crisis management strategies;
  • Lead the establishment of a crisis management team;
  • Facilitate contacts with key stakeholders;
  • Provide negotiation assistance;
  • Support crisis communication – internal and external;
  • Ensure media monitoring;
  • Provide confidential psychological support and debriefings following a critical incident;
  •  Provide post-incident assessment.

4) Provision of Training (face to face and/or online) in:  (Deliverable 04)

  • Personal Security;
  • Security Risk Management;
  • Crisis Management;
  • Stress management;
  • Access negotiation
  • Driver and Guard training;
  • First Aid and Trauma – basic and advanced;
  • Psychological first aid;
  • Health and Safety;
  • Security in the field.

 

Reporting

The Consultant will be reporting to Chief Executive Officer through Director Operations, Inspire Pakistan in Islamabad on the progress of deliverables, via a monthly report.

 

Timeframe

 

Consulting position for the year 2025, effective from the date of joining till 30th September 2025.

Anticipated time of payments

  • The Consultant will be entitled to receive 10% advance payment on the signing of the contract for the startup of activity.

 

The remaining payment will be made as per deliverables set bellow. Each deliverable completion report will be submitted for the review and approval. The payment of each deliverable will be made in (15 Working Days) after submission of invoice with deliverable completion report.

 

  • The second instalment of 20% of the contract value will become due on the submission of first deliverables (deliverable #1)

 

  • The third installment of 20% of the contract value will become due on the submission of second (deliverables #2)

 

  • The fourth installment of 20% of the contract value will become due on the submission of third (deliverables #3)

 

  • The fifth installment of 30% of the contract value will become due on the submission of fourth (deliverables #4) and final invoice on the 100% achievements.

 

Required Expertise

  • First, hand experience with the humanitarian Aid & development Sector.
  • Security management experience with a proven ability to develop and implement effective and contextualized protocols and systems.
  • Experience in the areas of security planning, organizing and executing security operations in the field.
  • Skilled in influencing and obtaining the cooperation of individuals not under supervisory control; able to work as a member of a multinational team and manage a variety of external and internal relationships to achieve results.
  • Proven written and analytical skills.
  • Excellent communication skills- coherent, timely and strategic.
  • Competency in Internet and Microsoft Office systems.
  • Fluency in English and Urdu. Working knowledge of Pushto, Punjab, Dari and Sindhi is an asset.
  • Friendly, approachable and flexible.
  • Minimum 5 years’ experience of working in development sector specifically in functional areas of safety, security and risk management.
  • Experience in undertaking similar assignments.
  • Familiarity of the refugee situation in Pakistan.
