The Procurement & Facilities Officer under the chain of Logistics department (from capital level);


- Ensure all Procurement and Facilities tasks on a daily basis in coordination with Country Logistics Manager and logistics team for the smooth-running of the program in compliance with Federation Handicap International's internal regulations.
- Ensures the efficient management of procurement for the Provincial Projects under his or her responsibility.
- Ensure efficient and optimal facility, stock, inventory and transport/Fleet management for the geographical area under his or her responsibility.
- Manage the IT related day to day tasks ; trouble shooting, installations, networking and other IT related resource management
He or she is a key player in the rollout and implementation of HI’s logistics standards.

Missions / Responsibilities   

 

Mission 1 / Participates in drafting the Procurement and Logistics section of the StratOP and implements its action plan• RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures; 

  • INCIDENTS: drafts the incident reports for his or her area of responsibility; 

  • INDICATORS: produces, compiles and analyzes the data in the procurement dashboard for his or her geographical area; 

 

Mission 2: Deploys HI's standards and contributes to its expertise and accountability within his or her remit: 

  • STANDARDS: ensures compliance with and application of HI and donors standards for his or her entire professional field with regard to policy, processes and tools; 

  • INTERNAL CONTROL: supervised internal control in his or her fields of procurement, fleet management and I.T 

  • ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity; 

 

Mission 3: Operational implementation of Logistics, procurement, vehicle and facility management 


3.1 Design phase - Resources planning: 

  • Helps establish the project's procurement schedule;  Information’s collects : future needs, context analysis, actors and partners, available resources

3.1.1 Launch phase - Procurement planning 

  • Takes part and contributes in defining the procurement strategy; 

3.1.2 Implementation phase - Coordination: 

  • Helps adjust the procurement plan after every project review; implementation of purchasing and approvals for projects. 

3.1.2 Closure phase 

  • Contributes to the preparation of financial reports. Exit strategy for any stock and equipment to be transferred. Equipment transferred , dononated arching. 

3.2 Diagnostic phase - Contextual analysis: 

  • Participates in analyzing the program's logistics context (evaluation of logistics capacities, table of logistics problems); 

  • Evaluates the capacities of the available and mobilizable resources (human and material). 

3.2.1 Design phase - Resources planning: 

  • Helps in design an adapted transport plan for each project (costs, quality, deadlines) in collaborations with Country Logistics Manager 

  • Helps establish the project's activity schedule; 

  • Helps define the material resources necessary for ensuring the project's feasibility; 

 

3.3 Launch phase - Planning of the transport of persons 

  • Defines transport strategy and plans; 

  • Plans all the means necessary for the movement of persons during the project period; 

3.4 Implementation phase - Coordination: 

  • Monitors the deadlines in transport of persons plans and issues reminders as necessary; 

  • Adjusts the transport of persons plan after each project review; 

  • Evaluates and adjusts the resources and their distribution according to the needs. 

 

Mission 4: Facilitates the Logistics profession's development and contributes its development across the organization 

- Participates in the facilitation of the profession sector in his or geographical area (community of practice) 

 

Mission 5: Emergency Preparedness and Response Responsibilities 

contributes to the program's emergency preparedness actions and, during an emergency, adapts his / her work modality to contribute to HI’s effective humanitarian response

Required for the function 

Qualifications: Master's / Bachelor degree; Preferably in Supply Chain Management, Marketing or any relevant discipline. Any other certifications and trainings in Supply Chain/Procurement/Logistics are considered as an asset 

 

Experience: Minimum 5 years’ experience in the field of Supply Chain; Logistics & Procurement with an International Organization/INGO
