Background
The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
REMIT aims to enhance Pakistan’s revenue mobilisation through a range of interventions. As part of its ongoing modernisation efforts, the program—in partnership with the Federal Board of Revenue (FBR)—is introducing an AI-powered Chatbot to enhance taxpayer services. This initiative will deliver 24/7 multilingual support, strengthen compliance, and accelerate FBR’s digital transformation in line with its broader strategic objectives. The pilot phase is scheduled for July 2025, followed by full deployment by September 2025. Post-launch maintenance and iterative improvements will continue through September 2026.
Job Summary
The Project Manager will lead end-to-end execution of the AI Chatbot initiative by ensuring requisite collaboration between the vendor (Workcycles Pvt) and FBR teams. The Project Manager will act as the primary liaison between the technical team, FBR, and external vendors, ensuring clear communication and alignment on project goals. More specifically Project Manager will direct and oversee the training process of the chatbot model, manage User Acceptance Testing (UAT), pilot deployment, and subsequent maintenance and iterations to ensure sustainability of the project. The PM will ensure adherence to timelines, project milestones, mitigate risks proactively, and guarantee deliverables align with FBR’s Functional Specification Document (FSD) and REMIT’s objectives.
Duties & Responsibilities:

Oversee the design, development, tax training, deployment, and maintenance of the AI Chatbot as per the signed Functional Specification Document (FSD).

Act as the primary liaison between FBR, REMIT, and the vendor (Workcycles Pvt) to ensure alignment with project goals and timelines.

Provide strategic advice and operational assistance to the FBR and REMITs team in matters related to implementation.

Oversee the execution of this project and regularly monitor progress to ensure adherence to schedules and quality standards.

Manage cloud hosting billing, chatbot integration, and migration to on-premises infrastructure.

Ensure compliance with Data Governance and Security Framework of FBR.

Lead User Acceptance Testing (UAT), pilot launches, and full-scale rollout, incorporating feedback for refinement.

Train FBR staff on chatbot maintenance and usage of the chatbot.

Supervise chatbot performance in collaboration with FBR Teams.

Deliver progress reports, risk assessments, and performance analytics to senior leadership.

Overall coordination and completion of the assignment.
Job requirements
Qualifications & Experience:
-
Must have at least 8 years' experience of working with national tax administrations, revenue authorities, or government agencies.

Well versed in the structure, functions and IT systems of the Federal Board of Revenue.

Strong knowledge of government operations, organisational digital transformations and systems of the Federal Board of Revenue.

Ability to align FBR, REMIT, and vendor teams on goals, timelines, and compliance requirements.

Ability to meet strict deadlines, manage budgets, and ensure deliverables.

Expertise in project management, stakeholder engagement, and data analytics.

Familiarity with IT systems.

Exceptional communication, leadership, and problem-solving skills

Ability to oversee the integration of technology into FBR’s operations, including automation and data analytics.

Strong risk management, problem-solving, and decision-making abilities.

Ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions

Ability to prepare and present comprehensive progress reports and updates to the Senior leadership in FBR.

Excellent record keeping, report writing, communications, and presentation skills.
