Qualifications and Experience:

For the post of Sr. MEAL Officer, a degree from a recognized university and minimum 5-7 years of experience in the development sector is considered necessary with at least 4 years of experience in Monitoring Evaluation Accountability and Learning. 

Key Responsibilities:

• Conduct monitoring, Strengthen the ORGANIZATION’s M&E System and design MEAL framework for donor funded projects:
• Assist in the strengthening/development of M&E systems for ORGANIZATION’s projects across Pakistan to identify the key performance indicators (at output and outcome level) and tools for monitoring of program portfolio in field and comparing it to targets agreed in the project proposals
• Undertake regular visits to the field for data collection, develop monitoring reports and identify any course correction/modifications that might be needed in the project implementation as well as the current M&E system and practices for better performance
• Develop proper monitoring tracker and closely follow up with program team to check whether or not key recommendations given in monitoring reports are being followed
• Bring together data and findings from thematic-based MEAL systems to form a coherent basis for analysis of what works, what does not
• Hold regular monthly review meetings with program team and support the update of PMP activities work plan and monitoring sheet
• Identify, analyse and synthesise lessons learned from program implementation and facilitate program staff for the incorporation of those lessons into the activity development cycle of projects
• Assist in needs assessment, baseline/end line surveys and impact assessments analysis and reporting for ORGANIZATION’s projects in the afore mentioned programs
• Keep track of all project evaluations and, in coordination with Program and Project Managers, provide input in designing evaluation TORs, and ensure evaluations are in line with organization’s and donors’ standards
• Facilitate and assist in external evaluations, impact assessments and mid-term reviews
• Produce high quality analysis reports to illustrate organization’s impact and assessment findings
• Make recommendations on changes in program/project activities or management based on evidence based findings from MEAL and analysis of trends
• Assist in the organization, facilitation and conduction of trainings and other capacity building activities
• Support team is developing MEAL frameworks during project development and write/ improve MEAL sections in the proposals
• Ensure annual review, learning and evaluation meetings for different programs to share and reflect on effective approaches, lessons learned and fine-tune the MEAL design to reflect on changes in the rapidly evolving environment
• To assist HOD in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance

• Assessment and Reporting for projects

  • Record and report both qualitative and quantitative aspects of progress against the annual work plan and relevant proposals to the Head of MEAL
  • Assist in maximizing involvement of project team in meeting their objectives and targets against their specific project proposal/trackers through the establishment of a follow-up system
  • Provide support to identify strengths, weaknesses, opportunities and constraints of ORGANIZATION’s projects in the mentioned program areas
  • Support in process and tool development for needs assessments, baselines, End lines, PDMs, internal reviews etc
  • Ensure data quality and data consistency during data collection and data entry, manage database and facilitate in data analysis
  • Facilitate programs in generating first draft of reports of surveys (baseline & end-line and assessments)
  The responsibilities listed above cover most of the tasks that would be performed by the individual in this position; however, the Senior MEAL Officer can also be assigned other relevant official tasks by the Direct Supervisor/ Management as and when required.
