Title: Voice in Leadership & Decision-Making Training for Women

Background:

Disasters, both natural and human-induced, significantly affect vulnerable communities. Strengthening local capacities to prepare for, mitigate, respond to, and recover from disasters is crucial for building resilience. This initiative is part of the 'Restoring Social Services and Climate Resilience' project, funded by the Pakistan Poverty Alleviation Fund (PPAF),. The project aims to restore basic social services, enhance climate resilience, improve food security through climate-resilient livelihoods, and build local capacity for climate-resilient planning. It targets 21 villages across UC Bijora and UC Garrho in District Thatta, benefiting 50,000 community members.

Objective:

The Sindh Community Foundation (SCF) seeks proposals from qualified organizations or trainers to design and implement a leadership and decision-making training program for women across two Union Councils (UCs): Bijora and Garrho. Each UC will host three training events, totaling six training sessions, focusing on empowering women with leadership skills, enhancing their decision-making capacity, and promoting gender equality in community leadership structures.

Target Audience:

  • Representatives of Community Organizations (COs)
  • Female Councilors
  • Total: 90 participants (15 participants per session)

Scope of Work:

1. Training Design and Curriculum Development:

  • Develop a comprehensive training curriculum tailored to women from diverse backgrounds, including marginalized and rural communities.
  • Incorporate practical leadership skills, decision-making techniques, conflict resolution, and community advocacy.
  • Ensure content is culturally sensitive and accessible for participants with varying literacy levels.

2. Training Implementation:

  • Conduct three training events in each UC (Bijora and Garrho), totaling six sessions.
  • Each training event should accommodate 15 women participants, ensuring a total of 90 participants across all sessions.
  • Ensure interactive, participatory, and activity-based methodologies are employed.

3. Capacity Building Components:

  • Emphasize confidence-building, public speaking, and negotiation skills.
  • Address barriers to women’s leadership, such as social norms, gender stereotypes, and limited access to decision-making platforms.
  • Provide guidance on how women can engage in local governance structures, community groups, and advocacy networks.

4. Monitoring and Evaluation:

  • Develop pre- and post-training assessments to measure knowledge gained and skills improved.
  • Submit a comprehensive report including participant feedback, success stories, challenges faced, and recommendations for future programs.

Deliverables:

  • Detailed training curriculum and materials.
  • Facilitation of 6 training sessions across 2 UCs (Bijora and Garrho).
  • Attendance sheets, photo documentation, and session reports.
  • Final project report, including evaluation data and impact analysis.

Proposal Requirements:

  • Organizational profile, including relevant experience in gender-based leadership training.
  • Detailed work plan and timeline.
  • Budget breakdown, including facilitator fees, materials, travel, and logistics.
  • CVs of proposed trainers/facilitators.

Evaluation Criteria:

  • Demonstrated experience in women’s leadership training (30%)
  • Quality and relevance of proposed methodology and curriculum (25%)
  • Cost-effectiveness (20%)
  • Capacity to deliver in the proposed timeline (15%)
  • Gender-inclusive approach and sensitivity (10%)

  • Detailed proposal with methodology and work plan
  • Trainer profiles highlighting relevant experience
  • Budget breakdown, including training fees, travel, accommodation, and reporting costs
  • References from previous similar assignments
