Sindh Community Foundation (SCF), established in 2001 and registered under the Societies Act in 2007, is a non-governmental organization based in Hyderabad, Sindh. It focuses on empowering marginalized communities—especially women, youth, and minorities—through initiatives in education, health, climate change, youth development, and social justice. SCF holds special consultative status with the UN ECOSOC and is PCP certified. With regional offices across Sindh, SCF has earned national and international recognition for advancing community resilience and rights-based development.

Job Summary: 

Under the supervision of Project Manager the Field Officer for Cash-Based Transfers (CBT) will be responsible for the implementation, monitoring, and reporting of cash transfer programs aimed at providing financial assistance to vulnerable populations. The role involves field-level coordination, beneficiary verification, distribution oversight, and ensuring compliance with organizational and donor requirements.

Job Description:

Project Implementation:

  • Assist in the planning and implementation of cash transfer activities in the target communities.
  • Conduct beneficiary identification and registration processes, ensuring accurate and comprehensive data collection.
  • Coordinate and oversee the distribution of cash transfers, ensuring transparency and accountability.
  • Ensure that cash transfer activities are conducted in accordance with organizational policies and donor requirements.

Monitoring and Evaluation:

  • Monitor cash transfer activities to ensure they are carried out as planned and meet the project objectives.
  • Conduct regular field visits to assess the impact of cash transfers on beneficiaries.
  • Collect and compile data on the outcomes of cash transfer activities, including beneficiary feedback.
  • Prepare and submit regular progress reports, highlighting achievements, challenges, and lessons learned.

Stakeholder Coordination:

  • Collaborate with local authorities, community leaders, and other stakeholders to ensure the smooth implementation of cash transfer activities.
  • Participate in community meetings and forums to explain the objectives and processes of the cash transfer program.
  • Maintain positive relationships with beneficiaries and other community members.

Capacity Building:

  • Provide training and support to community volunteers and staff involved in the cash transfer program.
  • Promote knowledge sharing and capacity building among the project team and community members.
  • Identify and address any capacity gaps that may impact the effective implementation of cash transfer activities.

Compliance and Risk Management:

  • Ensure that all cash transfer activities comply with organizational policies, donor requirements, and relevant laws and regulations.
  • Identify potential risks associated with cash transfer activities and develop mitigation strategies.
  • Address and resolve any issues that arise during the implementation of cash transfer activities.

Required Qualifications and Experience:

  • Bachelors or Masters in Social Sciences with 03 years experience of NGO sector.
