Consultancy Objective:
The primary objectives of the consultancy are as follows:
- Improve CSOs’ understanding of internal financial controls, risk mitigation, and accounting procedures.
- Reinforce financial documentation, reporting accuracy, and donor compliance.
- Provide practical OTJ mentoring to address organization-specific gaps.
- Enhance budget tracking, procurement processes, and cash flow management
This consultancy aims to strengthen the financial management systems of local Civil Society Organizations (CSOs) through targeted capacity-building interventions. The support includes one refresher training and a series of On-the-Job (OTJ) mentoring sessions over a period of four months. These activities are designed to reinforce internal controls, improve financial documentation, enhance reporting accuracy, and promote accountability and transparency in financial operations.
The refresher training will provide participants with updated knowledge on essential financial management topics, including accounting systems, internal controls, procurement procedures, banking transactions, budget tracking, and donor reporting. Following the training, each CSO will receive monthly OTJ mentoring tailored to their specific organizational needs. These mentoring sessions will offer practical, hands-on support to strengthen financial practices, address identified gaps and promote sustainable improvements. Through this combined approach of training and mentoring, the initiative aims to enhance institutional resilience, and ensure long-term sustainability of local Civil Society Organization in managing donor-funded projects effectively and transparently.
Main Responsibilities:
- Refresher Training:
- Deliver a 3-day in-person training (06 sessions total) in Sukkur, covering:
- Accounting systems, internal controls, procurement, banking reconciliations, donor reporting, and budget vs. actual analysis, policies and procedure etc.
- Develop training manuals, handouts, presentations, and pre/post-assessments.
- Conduct training in English, Urdu, and Sindhi.
- On-the-Job Mentoring:
- Provide 56 OTJ sessions over four months across Sukkur, Kashmore, Khairpur, Ghotki, and Naushero Feroz.
- Tailor mentoring to address CSOs’ unique challenges.
- Monitor progress using benchmark trackers and submit monthly reports.
Key Deliverables:
- Detailed training curriculum and manual.
- Interactive training materials (handouts, case studies, videos).
- Pre- and post-training assessment reports.
- Monthly OTJ progress reports and CSO action plans.
Qualification:
- Advanced degree in Finance, Accounting, Business Administration, or related field.
- 15+ years’ experience in financial management training for NGOs/CSOs.
- Expertise in donor compliance (e.g., INGOs, EU and UN Agencies), financial management, internal controls, policies, procurement etc.
- Proven ability to design participatory, practical training programs.
- Fluency in local languages (Sindhi preferred)
- Cover Letter (max. 2 pages) outlining suitability for the role.
- Technical Proposal (max. 5 pages) including:
- Methodology for three days refresher training on financial management and on-the-job-mentoring sessions
- Work plan with timelines.
- Sample training outline (1–2 pages).
- Financial Proposal (separate sealed envelope) with daily rate and total budget before 08 August 2025.
- CV(s) of lead consultant(s) and co-consultants and relevant certifications.
- Two references from similar assignments
