Location: District Shangla, Khyber Pakhtunkhwa

Contract Duration: 5 months (extendable)

1. Background

CESVI Foundation-ETS, with the support of the World Food Program (WFP), is implementing a comprehensive project on ‘’Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla Districts of Khyber Pakhtunkhwa Province,” funded by the Green Climate Fund (GCF). Shangla is highly vulnerable to flash floods due to its topography and hydrological conditions. The project aims to develop inclusive, gender-responsive AA protocols, strengthen early warning systems (EWS), build the capacity of district and sub-national stakeholders, and raise community awareness on preparedness and disaster risk reduction (DRR).

2. Role Purpose

The M&E Officer’s primary focus is to systematically track progress, assess performance, generate evidence for impact, and identify areas for improvement throughout the project lifecycle. Aggregating project-level results, ensuring robust data management, and helping to prepare analysis and reports as needed. The role requires close coordination with program teams, partners, and communities to provide quality assurance, adaptive learning, and accountability to affected populations.

3. Key Responsibilities

1. Monitoring & Field Oversight

  • Ensure the project’s MEAL Plan and Indicator Tracking tools are developed, updated, and aligned with project targets and timelines.
  • Conduct regular field monitoring visits to validate implementation, service quality, beneficiary reach, and adherence to technical standards.
  • Identify deviations from planned activities and provide actionable feedback to the project and MEAL leads for timely corrective measures.
  • Compile and share field observations and findings with project management.

2. Surveys, Assessments & Data Collection

  • Design and implement assessments and surveys, including baseline, endline, KAP, and PDM.
  • Support tool development, enumerator training, and ensure data quality assurance throughout the data lifecycle.
  • Collaborate with external stakeholders such as academia, youth groups, and local partners in relevant field-based assessments.

3. Reporting & Data Management

  • Maintain accurate and updated records of project progress, beneficiary data, and MEAL indicators.
  • Support the preparation of periodic MEAL reports (monthly, quarterly, annual) with clear analysis and summaries.
  • Contribute MEAL inputs for donor and internal reports, ensuring data accuracy and completeness.
  • Regularly update and manage the project’s Performance Monitoring Framework.

4. Accountability & Community Feedback

  • Oversee the Complaints and Feedback Mechanism (CFM) at the field level and ensure functionality in line with organizational and donor requirements.
  • Ensure community members are informed about complaint channels and that their feedback is documented, addressed, and closed promptly.
  • Maintain monthly CFM logs and share summaries with the MEAL Coordinator.
  • Conduct beneficiary verification exercises and report any cases of non-compliance with selection criteria.

5. Documentation & Learning

  • Document and compile case studies, success stories, and lessons learned for internal learning and external communication.
  • Facilitate learning reviews and reflections with project teams and partners.
  • Provide analysis and recommendations to inform adaptive management and improve program quality.

6. Other Duties

  • Perform any other MEAL-related tasks as assigned by the supervisor, including support to third-party monitoring, evaluations, or donor visits.

Qualifications:

a.      Education

Bachelor's degree in Development Studies, Social Sciences, Statistics, or any other relevant field of study.

b.      Experience:

  • Minimum of 04 years of relevant professional experience in a similar position in NGOs/INGOs.
  • Field monitoring experience in Anticipatory Actions, Disaster prepreparednessand risk reduction projects will be preferred.

c.       Competencies:

  • Superior organizational skills and ability to multitask, work under pressure, and meet deadlines in a fast-paced, fluid environment.
  • Creative and flexible with problem-solving skills.
  • Demonstrated professionalism and diplomacy.
  • Ability to confidently represent oneself to high-level officials.
  • People management, particularly coaching and influence management

.      Technical Skills:

 

Confident and proficient in the use of MS Office, proficiency in Pashto and English language (written and spoken) is mandatory.    

7. Duty Station and Travel

  • Based in Shangla district with frequent travel to Union Councils, villages, and field sites.
  • Periodic travel to Peshawar and Islamabad for coordination and reporting.
