1. Background

CESVI Foundation-ETS, with the support of the World Food Program (WFP), is implementing a comprehensive project on ‘’Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla Districts of Khyber Pakhtunkhwa Province,” funded by the Green Climate Fund (GCF). Shangla is highly vulnerable to flash floods due to its topography and hydrological conditions. The project aims to develop inclusive, gender-responsive AA protocols, strengthen early warning systems (EWS), build the capacity of district and sub-national stakeholders, and raise community awareness on preparedness and disaster risk reduction (DRR).

2. Role Purpose

The Field Engineer will ensure the effective technical implementation of project activities and initiatives in Shangla. The Field Engineer will be responsible for overseeing specific infrastructure and rehabilitation work, serving as a critical liaison between the project team, local government bodies, and the community. A core focus of this role will be supporting the technical aspects related to the rehabilitation and full functioning of the District Disaster Management Committee (DDMC) office.

1-     Key responsibilities

The Field Engineer will execute the following tasks under the direct supervision of the Project Coordinator

A. Technical Implementation and Oversight

× Supervision: Provide technical oversight and quality control for all assigned infrastructure and rehabilitation activities, ensuring adherence to design specifications, approved BOQs, and quality standards.

×  DDMC Rehabilitation: Specifically led the technical assessment, detailed design, and supervision of the rehabilitation work for the District Disaster Management Committee (DDMC) office.

× Feasibility & Design: Conduct initial technical assessments, site surveys, and prepare detailed Bill of Quantities (BOQs) and technical drawings for various project interventions (e.g., civil works, electric works, plumbing works, etc.).

× Compliance: Ensure all construction and rehabilitation activities comply with national and local safety regulations and CESVI's operational standards.

B. Coordination and Stakeholder Engagement

×  Government Liaison: Play a vital role in maintaining continuous, high-level coordination with key line departments (such as the District Disaster Management Committee or relevant authorities) and the District Administration in Shangla.

× Endorsement: Facilitate the technical endorsement of selected works/schemes or sites with relevant government departments (e.g., signing of technical agreements or handing-over documents).

C. Reporting and Documentation

× Maintain comprehensive and accurate daily/weekly progress reports, clearly documenting all site activities, challenges encountered, and solutions applied.

× Ensure all necessary field workbooks, progress pictures, and completion certificates are accurately prepared and archived.

2-     Qualifications and Requirements

× Education: Bachelor's degree in Civil Engineering or DAE (civil) or a relevant technical field.

×  Experience: Minimum of [3-5] years of proven experience in supervising civil works, infrastructure rehabilitation, or engineering projects, preferably within the humanitarian or development sector (INGO/NGO).

×  Technical Skills: Strong proficiency in preparing BOQs, technical specifications, and interpreting engineering drawings. Experience with disaster risk reduction (DRR) infrastructure is a distinct advantage.

× Soft Skills: Excellent coordination, communication, and negotiation skills, particularly in dealing with high-level government officials and diverse community groups.

×  Language: Fluency in Pashtu, Urdu, English, and relevant local languages; good working knowledge of English (both written and spoken) is essential.
