Introduction of AGAHE

Association for Gender Awareness & Human Empowerment (AGAHE) is a national non-government organization (NGO) established in 2007 under the Societies Act, 1860 in Punjab with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights. Core thematic areas of AGAHE include Water, Sanitation & Hygiene, Health & Nutrition, Sustainable Livelihood, Governance, and Disaster Risk Reduction (DRR).

Purpose of Tender

AGAHE invites sealed bids from qualified and experienced vendors/firms for the supply and delivery of food basket, consisting of:

• Food Kits (1400 units)

The delivery location is District Jhang, Punjab.

General Remarks and Special Conditions

1. All quotations must be addressed and submitted physically to AGAHE Head Office at House No. 3, Block A, Judicial Colony, Phase II, Raiwind Road, Lahore. Quotations submitted via email or other digital formats will not be entertained.
2. All prices must be quoted in Pakistani Rupees (PKR) and must be inclusive of all applicable government taxes, duties, branding/labelling charges, and delivery costs. No hidden charges will be accepted.
3. Quotations must be submitted on the official letterhead of the vendor, duly signed and stamped, and must clearly mention the bidder’s contact details.
4. AGAHE will make payment within 7 working days after successful delivery, quality verification, and submission of a complete and accurate invoice. All payments will be made via cross cheque, subject to tax deductions as per Government of Pakistan regulations.
5. Validity of Quotation should be mentioned on quotation.
6. All specified/requested items strictly comply with the specifications provided in the tender. Any deviation may lead to disqualification or rejection during quality control.
7. ISO certification mandatory for all food-related items. Vendors/firms must also submit product samples along with their bids for technical and quality evaluation.
8. Incomplete bids or failure to submit any of the above documents will lead to disqualification from the evaluation process.
9. AGAHE reserves the right to accept or reject any quotation, in full or in part, without assigning any reason, and the decision of the tender committee shall be final and non-contestable.
10. In case of arithmetic or calculation errors, the unit rate will be considered for financial evaluation.
11. Deliveries must be made on time and in full, as agreed upon, to the designated locations in District Jhang. Delays or partial deliveries may result in penalties or contract cancellation.
12. Vendors are required to print and place AGAHE’s branding/logo on all bags (including flour bags) used for distribution. This includes labelling, printing, and packaging. All branding and labelling costs must be included in the quoted price for the goods.
13. Preference may be given to local vendors based in or near District Jhang, but the final selection will be based on overall evaluation scores.
14. All participating vendors must treat tender information as confidential. The complete tender pack, samples, and documents must be submitted in sealed form, fully signed and stamped.
15. Vendors must not be involved in any child labour, human rights violations, corrupt, fraudulent, or coercive practices. Any bidder found involved in such practices will be disqualified and permanently blacklisted.

Participation & Eligibility

• Bidders must submit all required documents and product samples by the deadline.

Awarding Criteria:

Bids will be evaluated using the following weighted criteria (Total: 100 Marks):

Delivery Conditions

1. Faster delivery will be preferred; Deliveries must be made within the agreed timeline upon order confirmation.
2. Delivery locations will be District Jhang as specified by AGAHE at the time of the order.
3. The delivery site must be accessible, and the vendor is responsible for complete and safe delivery.
4. Delivery/Transportation charges must be included in the quoted prices.
