1. Background
CESVI Foundation-ETS, with the support of Italian Agency for Development Cooperation, is implementing a comprehensive project on ‘Resilience & Adaptation by Fostering Anticipatory Action (RAFAA),” in collaboration with Food and Agriculture Organization (FAO). The project aims to strengthen Pakistan’s institutional and community-level resilience against the growing impacts of climate change. Its overarching impact is to bolster national capacity to manage climate risks through sustainable adaptation practices and improved governance frameworks. The main outcome is to ensure that communities in Sindh demonstrate enhanced adaptive capacity and resilience to climate-induced shocks and disasters. This is to be achieved through anticipatory action (AA), robust disaster risk reduction (DRR) mechanisms, improved livelihoods, and the adoption of climate-smart strategies. The Team Leader-AA will be responsible to support Project Coordinator overall management, coordination, and implementation of project activities in the project intervention areas, ensuring technical quality, alignment with donor requirements, and close collaboration with government counterparts, communities, and humanitarian partners.
2. Role Purpose:
Under the guidance and supervision of the Project Coordinator, the Team Leader will be responsible for overseeing field activities, ensuring quality implementation of project components, and coordinating with staff and stakeholders. The role will ensure that DRR, agriculture, cash-for-work, and livelihood interventions are implemented effectively, on time, and in accordance with project plans, organizational policies, and donor requirements. The Team Leader will act as the primary link between the field team and the Project Coordinator, providing guidance, technical oversight, and operational support to ensure high-quality delivery.
3. Key Responsibilities
a. Field Coordination & Support
- Lead and coordinate the work of mobilizers, field officers, and technical staff within the assigned target areas.
- Assign responsibilities to team members for community mobilization, beneficiary selection, activity delivery, and monitoring tasks.
- Ensure the field team adheres to the Detailed Implementation Plan (DIP) and meets agreed milestones and deadlines.
- Oversee the day-to-day implementation of DRR, agriculture, livelihoods, and CfW activities, ensuring alignment with technical guidelines.
- Monitor the use of project assets, equipment, and materials to ensure efficient utilization and accountability.
- Provide on-the-job coaching and technical guidance to mobilizers and field officers.
- Support the organization and delivery of training sessions, demonstrations, and awareness campaigns on DRR, climate-smart agriculture, livelihoods, and CfW practices.
- Ensure that technical standards and best practices are applied consistently across all activities.
- Maintain close working relationships with local authorities, community representatives, and partner organizations at the field level.
- Support and facilitate joint visits by consortium partners, donors, or other stakeholders.
- Represent the organization in local coordination meetings when delegated.
b. Beneficiary Selection & Community Engagement
- Organize and supervise the assessment and selection of beneficiaries according to approved criteria, ensuring fairness, transparency, and avoidance of bias or affiliation.
- Conduct regular visits to project communities to monitor progress, address challenges, and maintain relationships with beneficiaries and community leaders.
- Facilitate community meetings and focus group discussions to promote participation, gather feedback, and share project updates.
- Support the formation or strengthening of community-based structures, including DRR committees and farmer groups.
c. Monitoring, Reporting & Problem-Solving
- Monitor activity implementation, identifying and resolving operational issues in coordination with the Project Coordinator.
- Record and consolidate field-level data, ensuring accuracy and timely submission to the MEAL team and Project Coordinator.
- Prepare weekly progress updates and contribute to monthly reports.
- Provide input on lessons learned, challenges, and recommendations for improving project delivery.
d. Compliance, Safeguarding & Security
- Ensure all field activities comply with organizational policies, safeguarding standards, and donor requirements.
- Uphold the organization’s Code of Conduct and ensure the team follows ethical and professional standards.
- Monitor the security situation in the project areas, immediately reporting any incidents or risks to the Project Coordinator.
4. Required Qualifications and Competencies
Education
- Master’s degree in agriculture, Disaster Risk Management, Environmental Sciences, Development Studies, Social Sciences, or a related field.
5. Experience
- At least 4 years of progressively responsible experience in disaster risk reduction (DRR), Anticipatory Actions (AA), climate change or related field in a similar position in NGOs/INGOs/UN Agencies.
- Proven experience in anticipatory action, early warning systems, or impact-based forecasting preferred.
- Demonstrated capacity in stakeholder coordination with government institutions, UN agencies, and NGOs.
