1.     Introduction

Pak Mission Society (PMS) is a National Humanitarian and Development organization established in 2004, focused on providing emergency relief and long-term rehabilitation and development programs. PMS operates with an MoU with the Economic Affairs Division (EAD), Government of Pakistan, and is certified as an NPO. PMS is committed to holistic transformation and development, serving unreached communities regardless of background.

2.     Background and Justification

In collaboration with Humedica International, PMS is implementing the “Umerkot Integrated WASH, DRR, and Livelihood Project.” A core component of the Livelihood stream is to equip vulnerable community members in Umerkot District with the skills needed for economic self-reliance. As part of this effort, the project aims to build beneficiaries’ capacities in business development within their local context. A credit line activity is proposed to help beneficiaries develop a system of savings and access small loans for initiating new businesses or scaling existing ones. In parallel, beneficiaries will receive training in micro-enterprise development. A three-day Enterprise Development Training (EDT) is planned, and a draft manual has already been developed; however, it needs to be contextualized and translated into Sindhi.

To successfully deliver this component, PMS is seeking a qualified consultant to develop a comprehensive training manual covering micro-business setup, marketing linkage development, and an internal credit program. This resource will be essential for providing practical, relevant training that directly enhances the livelihoods of project beneficiaries.

3.     Objectives of the Consultancy

The primary objective is to develop a practical, user-friendly Training Manual in both Sindhi and Urdu on Micro Business setup, marketing linkages development, and an internal credit program tailored for vulnerable community members in District Umerkot.

 

The Manual aims to:

  • Provide a step-by-step guide for establishing and managing small-scale businesses.
  • Detail strategies for identifying, developing, and sustaining market linkages for micro-enterprises.
  • Outline the methodology and best practices for setting up and managing a community-based internal credit/saving and loan program.
  • Ensure the content is culturally appropriate, relevant to the local economy of Sindh, and easily understood by community trainers and participants.

4.      Scope of Work (SOW)

The Consultant will be responsible for the following tasks within the 20- working day assignment:

  1. Literature Review & Contextualization:
  • Review existing materials, best practices, and resources on micro business development, microfinance/credit programs, and marketing for rural/peri-urban contexts in Pakistan, with a focus on Sindh.
  • Hold necessary consultations with the PMS project team and thematic lead to ensure the content is appropriate for the Umer Kot context and the target vulnerable groups.
  • Design a modular training curriculum covering the three key themes: Micro Business Setup, Marketing Linkages, and Internal Credit Program.
  • Develop detailed training modules, session plans, presentations, practical exercises, case studies, and assessment tools.
  • Ensure the manual incorporates participatory andragogical methods suitable for adult learners with limited literacy/formal education.
  • Develop the manual content directly in clear Urdu and a fully translated, accurate version in Sindhi suitable for local use.
  • The manual must be professionally formatted, ready for printing, and include appropriate visual aids/graphics.
  • Submit a draft manual in both languages for review by PMS.
  • Incorporate feedback from PMS and submit the final, approved Training Manual in both Sindhi and Urdu.

5.     Deliverables

The Consultant shall deliver the following to PMS:

  • One Comprehensive Training Manual on Micro Business Setup, Marketing Linkages Development, and Internal Credit Program, formatted and ready for print, in Urdu (soft copy).
  • Accompanying training materials (e.g., presentations, handouts, templates) used in the manual's design.

6.      Role of Consultant and PMS

Consultant Profile & Evaluation Criteria

Essential Qualifications and Experience

  • Advanced degree in Business Management, Development Studies, Social Sciences, Education, or a related field.
  • Extensive experience (minimum 5 years) in developing training curricula and manuals, specifically on Micro Business development, value chain/marketing linkages, and microfinance/credit programs.
  • Proficiency in English and mandatory proficiency in both Urdu and Sindhi languages (written and verbal).
  • Proven familiarity with the socio-economic and cultural context of Sindh, Pakistan.
  • Ability to develop practical, behavior-based training materials.
  • Experience working with NGOs, INGOs, and community-based organizations.
  1. 7.     Evaluation Criteria

All submitted proposals will be evaluated through a Quality and Cost-Based Selection (QCBS) method. The assessment will be conducted in two stages: technical evaluation and financial evaluation. Only proposals achieving the minimum technical score (70%) will proceed to financial assessment.

- Demonstrated proficiency in Urdu and Sindhi (written and verbal), reflected in previous work samples or translation experience.

2. Financial Evaluation – 15% Weight

Financial proposals will be evaluated for:

  • Cost reasonableness in relation to the scope of work.
  • Efficiency in resource utilization.
  • Alignment with PMS budget ceiling (if applicable).

The lowest-priced proposal will not automatically be selected; value for money will be considered.

8.     Duration and location of the assignment

The duration of consultancy will be one month starting from 10th December 2025 to 10th January 2026. Following will be the work plan of the consultant.  Consultancy Fee: Pak Mission Society will pay the agreed upon fee via a cross-cheque payment after the submission and final approval of the complete Manual and all deliverable
