General Position Summary

Procurement Officer will be responsible for facilitating the procurements of Assets, office supplies, program inventories and program supplies for different locations of Mercy Corps Pakistan.  Working closely with other Procurement teams, Program, Finance and different partner organizations.

Essential Job Responsibilities

  • Managing Country office procurements of goods and services of the Global Fund project. Process all procurement requests; collect quotations, prepare documents as per FP3 policy and issue PO/contracts and follow up with delivery and payments.
  • Ensuring that the specifications and related documents of the goods/services in ProSource (SAP Ariba system) Purchase Request (PR) are available and correct.
  • Work with program team in developing procurement plans for all active grants. 
  • Procure goods and services through online procurement (SAP system) called ProSource.
  • Participate in all procurement activities and ensure compliance with FP3 manual and donor regulations.
  • Ensure that all program supplies are procured as per requirements and delivered in the field on time.
  • Document all procurements completely and clearly as per FP3. 
  • Keep proper records of procurement files as per FP3.
  • Prepare all procurement documents before submission for approvals.
  • Complete all procurements as per timeline mentioned in FP3 manual.
  • Process and keep track of all the payments.    
  • Visit the local market as necessary to understand the available supply of goods in the market and its specifications.
  • Maintain database with contact details of relevant and potential vendors/service providers to expedite the procurement process.
  • Maintain database of frequently procured goods/services price list.
  • Maintain confidentiality of all specifications and price quotations made by vendor’s/service providers.

Responsible for completing the required documentation for procurement activities and maintaining the required files as outlined in the MC Policy.

 

OTHERS 

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
  • Ensure proper integration of GESI aspects into his/her are of work as appropriate.
  • Mercy Corps as a humanitarian agency is expected to response as and when crisis and humanitarian situation engulfs. As an MC employee all staff are expected to be part of humanitarian and emergency response in addition to their regular roles and responsibilities in such situations.
  • Other duties as assigned by the Head of Operations

 

FINANCE & COMPLIANCE MANAGEMENT

  • Ensure compliance with Mercy Corps’ policies and procedures for all goods and services.
  • Ensure that functional administrative systems are established and maintained in the partners and project at the field level. • Support and orient on MC Code of Ethics and uphold Mercy Corps’ Zero tolerance of corruption policy.

 

SAFEGUARDING RESPONSIBILITIES

·       Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work

·       Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members

·       Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other option

Accountability

Accountable for following Mercy Corps FP3 and other policies, the MC Code of Conduct and MC Conflict of Interest policy. 

Reports Directly To: Operations Manager

Works Directly With: Operations team, program, finance and other support departments

Knowledge and Experience

  • A minimum of 5 years’ experience in procurements.
  • A minimum Bachler degree from recognized university.
  • Demonstrated understanding of Procurement policies and protocols of different INGOs/ donor agencies. 
  • Excellent negotiation, and representation, skills and the ability to work comfortably with an ethnically diverse staff.
  • Effective verbal and written communication, fluency in both written and spoken English/Urdu.  Knowledge of local languages is an asset.
  • Excellent computer skills (Word, Excel).
  • Ability to work on SAP, ERP and Microsoft 365 systems.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members and a proven ability to solve problems independently without direct supervision.
