About the Project: The anticipated project aims to support vulnerable communities in two

Newly Merged districts of Khyber Pakhtunkhwa province. The initiative will target selected households to enhance livelihoods through improved agricultural and livestock production, and skills development training for youth. Moreover, a number of target villages will benefit from small

scale development schemes, awareness on health insurance (Sehat Sahulat), and improved linkages with relevant government and non-government actors. The project prioritises inclusion and gender equality, striving to engage women and young people from the outset.

JOB SUMMARY:

The MEAL Manager will be responsible for all monitoring, evaluation, accountability, and learning activities within the organisation, managing these processes through the field teams. The role requires close collaboration with internal teams to ensure the project’s MEAL needs are met effectively.

The MEAL Manager will assist in data collection and analysis, ensuring that all evidence used for assessments and evaluations is of high quality. Additionally, the MEAL Manager will oversee the monitoring activities conducted by the field teams, ensuring that all reports and data are accurate and timely.

Key Responsibilities

1. Monitoring, Evaluation, Accountability, and Learning

• Develop and implement an effective MEAL system that meets the organisation’s internal needs and aligns with donor expectations.

• Oversee the monitoring of project activities through the field teams, ensuring progress towards achieving project outputs in community mobilisation, CO formation, capacity building, agricultural and livestock training, vocational training for youth, and QIP implementation.

• Develop and refine data collection tools and procedures, working closely with the Project Manager, Director Programme and field teams to ensure accurate data collection in the targeted districts.

• Regularly collect and analyse data to measure the project’s performance in enhancing community capacities and improving service delivery.

• Provide technical support to the field teams to ensure they effectively document and report on project progress.

• Conduct occasional field visits with field teams to monitor the project’s implementation, assess the quality of delivery, and make recommendations for improvement.

2. Data and Information Management

• Oversee the maintenance of the MEAL database, ensuring that all data is accurate, up-to-date, and secure.

• Analyse data to identify trends, issues, and areas for improvement, ensuring that findings are used to enhance project implementation, particularly in the areas of community mobilisation, livelihood development, and vocational training.

• Provide regular updates and reports on MEAL activities to the senior management. Coordination and Internal Communication

• Collaborate with the field teams to ensure consistent data collection and reporting practices.

• Work closely with the internal programme and project management to integrate MEAL findings into overall project management.

Accountability and Learning

• Analyse monthly and quarterly progress reports, providing feedback to project Manager/Director Prorgamme

• Identify lessons learned and develop case studies to capture the qualitative outputs of the project.

• Ensure systematic collection and reporting of key performance indicators (KPIs) and means of verification for all interventions.

• Assist in preparing relevant reports for annual project reviews and other plans.

• Ensure that accountability mechanisms are in place, allowing feedback from beneficiaries to inform project implementation.

• Lead the process of identifying lessons learned and best practices, facilitating their integration into project activities.

• Develop and disseminate learning materials to enhance the capacity of the Social Organisers team and other internal stakeholders.

3.Policies and Compliance

• Ensure strict adherence to all organisation and donor policies and procedures across all operational support services, including administration, procurement, logistics, human resources, IT, and security.

• Regularly review and update policies and procedures to maintain their relevance and effectiveness.

• Identify areas for improvement in policy implementation and recommend necessary changes.

• Collaborate with the Director of Programmes, Project and Finance Managers to ensure that all field and office-based staff are fully informed of and comply with organisation and donor policies and procedures, covering administration, procurement, finance, IT, and HR.

Working Conditions & Travel:

The position is based in Peshawar and supervises staff based in Peshawar. Regular travel to Islamabad and field areas is required.

Duration: 33 months


Person Specification

 Essential Knowledge and Skills

• Experience in Monitoring, Evaluation and Learning, particularly within the civil society sector.

• Proficiency in quantitative data analysis and report development.

• Effective communication and influence, with the ability to engage stakeholders

creatively and inclusively.

• Proficient in working with MIS.

• Proficient in MS Office.

• Skilled in using statistical software (e.g., SPSS or STATA).

Experience

At least seven years of relevant experience in a similar role within a donor-funded project.

Qualifications

A university degree in statistics, monitoring, or social sciences.
