Job Description:               Public Financial Management Expert Consultant

Reports To:                         Under the guidance of LGR Consultant and will report to Senior Program Advisor / Team Lead BUILD

Primary function/purpose

The primary objective of a Public Financial Management consultant is to work on a key assignment with program team to design and conduct training needs assessment study and, design and develop capacity building modular training program for Local Government (LG) representatives in consultation with the provincial LG department, training academy and LG school of the three provinces of Khyber Pakhtunkhwa, Balochistan and Sindh. There will be two major strands for building capacity of the LG representatives 1) build professional capacities of the elected representatives 2) provide skills and knowledge to enhance citizens engagement.

Major duties and responsibilities

  • Review thoroughly and prepare report on the local revenue status of following provinces:
  • Khyber Pakhtunkhwa: 01 Urban and 01 Rural Tehsil, 01 Neighborhood and 01 Village Council
  • Balochistan: 01 Urban and 01 Rural District, 01 Urban and 01 Rural Tehsil, 01 Urban and 01 Rural Union Council
  • Sindh: 01 Urban and 01 Rural District, 01 Urban and 01 Rural Tehsil, 01 Urban and 01 Rural Union Council
  • Review thoroughly and prepare report on the local governance structure (LG departments’ functionaries and local elected representatives) of following provinces:
  • Khyber Pakhtunkhwa: 01 Urban and 01 Rural Tehsil, 01 Neighborhood and 01 Village Council
  • Balochistan: 01 Urban and 01 Rural District, 01 Urban and 01 Rural Tehsil, 01 Urban and 01 Rural Union Council
  • Sindh: 01 Urban and 01 Rural District, 01 Urban and 01 Rural Tehsil, 01 Urban and 01 Rural Union Council
  • Design training needs assessment model and conduct key informant interviews and focus group discussions.
  • Prepare training needs assessment report.
  • Develop 09 training modules (03 each for Khyber Pakhtunkhwa, Balochistan and Sindh) on key functions of district, tehsil and union/neighborhood/village councils. Training modules must include agendas, PowerPoint presentations in English and Urdu, relevant handouts, trainer manual and lesson plans, participants handbook and pre and post-tests.
  • Design agenda and related materials for Training of Master Trainers (TOMT) and conduct training

Position requirements

  • Bachelors’ degree required
  • Minimum 4 years’ experience of working preferably with Local Government department on local governance, public financial management, elections, local revenue generation, modules development, designing and conducting trainings
  • Experience working with international NGOs preferred
  • Wiling to travel as and when required
  • Strong English written and verbal communication skills are required
