Programme: Climate Resilient Water Sanitation and Hygiene Programme (CR WASH)
Position: Programme Officer
Supervised By: Programme Coordinator Climate Resilient WASH Programme
Gender: Male/female
The CR/WASH Program Officer will be responsible for monitoring the project planning and implementation by the partner. The Program Officer will serve as the focal point for coordinating NCA’s support to the implementing partner and for following up on monitoring findings and feedback. The Program Officer will ensure that the implementing partner adheres to the requirements specified in the project’s Results Framework, proposal, and work plan. This role includes ensuring timely reporting of issues to the Project Coordinator and facilitating their resolution.
The position is based in Islamabad, and the incumbent will be expected to be stationed at the implementing partner’s office in Islamabad as required.
Programme Management
- Development/finalization of Result Frames/LFA/Theory of Change of the grants/partners projects.
- Reviewing partners proposal and budgets to aligns these to requirements (own and partners).
- Reviewing partners proposal to ensure approaches/methodologies/activities are clear & concise and all quality parameters are well documented.
- Reviewing partners/own work plan and result frameworks to provide them feedback to improve/amend/adjust these.
- Design and planning of projects’ start-up workshops, performance reviews, learning events etc.
- Review of partners and own reports and performance to provide them feedback.
- Identifying key issues/challenges in partners and own reports and timely sharing with Programme Coordinator and Programme Manager.
- Making
Resource Mobilization
- Identifying new funding opportunities and maintaining data base of potential donors.
- Developing management briefs for new funding opportunities to support go and no-go decisions.
- Leading proposal/concept note and budget development and coordinating these with stakeholders’ other parties during the process in light of Programme Coordinator/Programme Manager guidance.
- Follow up and liaison with donors’ in light of Programme Coordinator/Programme Manager guidance.
- Maintaining record of interaction/exchanges with donors/stakeholders vis-à-vis resource mobilization.
- Participating in donors’ webinars/events as guided by Programme Coordinator/Programme Manager guidance.
Reporting, Quality Assurance and Learning
- Quality control of Programme interventions through regular monitoring visits / reflective sessions & recommend steps for improvement including follow-ups.
- Coordination with PMER officer to improve monitoring tools and methodologies.
- Follow up with partners on the implementation agreed actions in the monitoring report.
- Strengthen coordination/synergies among partners through bridging effective communication between partners and organizational management.
- Writing quality reports to donor/HO and other third parties for internal review.
- Providing feedback to partners and own team to address issues/challenges.
- Informing management promptly of any issues/challenges that can determent to the interest of the programme/organization.
- Ensuring all project/grant record are up to date in Programme Management Information System.
- Ensuring all requisite routines and procedures and timely completed/executed in online financial system.
- Maintaining documents related to partners and own projects, grants etc. in online and offline system.
- Identification of case of studies/success stories and writing these.
- Documentation of the programme reviews and tracking agreed actions.
Coordination and Relationship Management
- As directed by PC/Management representing organizations at external events.
- As directed by PC/Management participated in donor/HO/external meetings.
- Acting as key focal person for partners to efficiently direct them and routing their issues/problems through internal systems.
Qualification & Experience
- Bachelors’ degree (16 years) preferably in Environmental Science, WASH related discipline, social sciences or related discipline.
- 5 – 7 years of professional experience in development/humanitarian experience.
- Minimum of 3 years of professional experience in the capacity of programme officer with reputable NGO/UN/donor organization.
Proven experience in donors reporting, compliance assurance
- Experience in partners’ management, coordination and monitoring
- Proven experience in concept note/proposal writing.
- Proven experience in budget development. Experience with institutional donors will be a plus.
- Experience with management information system and digital tools is essential.
- Proven experience in reporting to institutional donors.
- Excellent inter personal skills.
