ORGANIZATIONAL CONTEXT

Supply chain management is at the core of WFP’s humanitarian response and therefore an area of constant strategic focus. Over 4.500 supply chain staff work around the clock in some the most complex
environments. With the aim to supporting the national government in development of the sustainable food systems, the Supply Chain Officer will contribution in increased efficiency of WFP Pakistan's logistics
operation, applying best practices in Supply Chain management and advance analytics to support data driven decision-making. The incumbent will also be responsible to work closely with the Provincial
Disaster Management Authority in disaster risk management, provincial food department and authority for the development of sustainable food systems. The incumbent will also work closely with Head of
Supply Chain and Head of Programme along with the Head of Provincial Office Balochistan in understanding different government initiatives and policies.
The incumbent will lead the Supply Chain operation in Balochistan, including warehousing and logistics activities, ensuring seamless coordination and execution to meet operational demands efficiently and
effectively.
This position will be based in WFP Office in Quetta and technically reports to Head of Logistics based in Karachi, administratively reporting to Head of Provincial Office Balochistan.

 

ACCOUNTABILITIES/RESPONSIBILITIES


1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans,to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
2. Contribute to country context analyses as provincial head of logistics, and management of end to-end operational supply chain and retail networks, to support addressing operational supply chain challenges and obtaining operational optimization.
3. Contribute to the implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach with core activities and services.
4. Collect and analyze data and put together reports highlighting opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
5. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities on supply chain related issues.
6. Contribute to the preparation of accurate and timely reporting on Supply Chain related programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

7. Partner at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross functional operational alignment.
8. Conduct portions of market analysis and supply chain network mapping for the review of the supervisor, to support wider analytics on the selection of an appropriate operation modalities to improve supply chain performance.
9. Support supply chain projects or operational day-to-day activities in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness.
10. Support monitoring supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
11. Support management of service providers/vendors, port, transport and warehouse operations to promote safe, efficient planning and execution of WFP operations.
12. Prepare accurate and timely reports or support preparation of complex reports, dashboards and other visual materials on supply chain activities for supervisor’s review to contribute to informed decision-making and consistency of information presented to the stakeholders.
13. Guide support staff, acting as a point of referral and supporting them with analysis and queries.
14. Contribute to emergency preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.
15. Act as a focal point in logistics for provincial disaster management authority in disaster risk management.

DELIVERABLES AT THE END OF THE CONTRACT

 

  • Periodic sourcing and delivery plans for operations in the province, ensuring timely availability of inventory to meet funded demand.
  • Provision of recommendations to Supply Chain management in support of risk-informed, data-driven decision-making to increase efficiency of supply chain operations in Balochistan.
  • Identification of supply chain cost inefficiencies in operations in the province and proposition of models to achieve cost savings
  • Co-development of the tools to support supply chain decision making.
  • Support CO / PO management in the design of their concept of operations as required.
  • Support CO / PO management in the alignment on disaster risk management and food systems analysis, project design and implementation.

 

QUALIFICATIONS & EXPERIENCE REQUIRED

 

Education:

Master’s degree in Supply Chain Management, Logistics, Economics, Engineering, Data Science, Operations Research, Business Analytics, Law, Mathematics, Agriculture, or equivalent. Or First level university degree with total five years of related professional / managerial work experience.


Experience:

Minimum of three years professional / managerial work experience related to planning and execution of supply chain and logistics operations.


Knowledge & Skills:

  • Experience in SC-related industry (e.g. forwarding, material planning, distribution planning, procurement, shipping, etc.) is required.

  • Experience in using analytics to support operations management (e.g. planning, optimizing supply chain networks, development of KPIs and visualization dashboards, etc.) is required.

  • Experience with consultancy-type activities (e.g. business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.) is plus.

  • Experience working with government or humanitarian agencies (e.g. UN, NGOs, etc.) is preferred, in particular in the areas of humanitarian and health logistics also an asset.

  • Problem-solving attitude, able to structure ambiguous problems and solve them through a mix of quantitative and qualitative analyses.

  • Highly developed communication skills, able to use written and verbal mediums to communicate recommendations and influence outcomes.

  • Strong time management skills with an ability to plan ahead and anticipate requirements, problems, and obstacles.

  • Self-motivated and proactive, able to take initiative and work autonomously to achieve objectives.

  • Experience in leadership and supervisory position to lead the team is required.

  • Ability to juggle competing priorities successfully while working under pressure.

  • Effective people skills, able to work both individually and in a team in a multicultural environment.

  • Ability to interact with senior leaders and a wide range of stakeholders with credibility and tact.

 

Languages:

Fluency in both oral and written communication in English is required.
