Terms of Reference (TORs) for Consultant to Develop a Training Program on GBV Sensitization and Response

A. Background

The Legal Aid Society (LAS) is a not-for-profit organization committed to facilitating access to justice
for marginalized communities in Pakistan, particularly women. LAS’s mission focuses on connecting
vulnerable individuals with effective justice services to address the challenges within the criminal
justice system. Currently, LAS is implementing a project to strengthen the State’s response to sexual
violence by providing technical assistance to improve the Criminal Justice System (CJS) actors'
approach to sexual violence and by enhancing inter-agency coordination.


This consultancy will extend LAS’s efforts to support provincial governments in Punjab, Khyber
Pakhtunkhwa (KPK), and the Islamabad Capital Territory (ICT) by developing and refining training
programs for justice sector actors that are responsive to the regional legal frameworks on
gender-based violence (GBV).

B. Scope of Consultancy and Expected Outputs
The consultant will be responsible for revising the training program draft to ensure its alignment
with the specific legal frameworks and legislative requirements in Punjab, KPK, and ICT. Key
deliverables and scope of work include:

C. Required Expertise and Qualifications
The consultant should have:

Expertise in gender sensitization and substantial experience within Pakistan’s justice sector.

Experience in developing and conducting GBV-focused training sessions for justice system

actors.

A postgraduate qualification in gender studies, law, human rights, or a related field.

Familiarity with adult learning methodologies and curriculum development for the justice

sector.
