ORGANIZATIONAL CONTEXT:

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.

At this level job holders are expected to contribute to performance improvement.

 

JOB PURPOSE:

The Operations & Monitoring Systems Officer will support the Data and Analysis Officer by providing various kinds operational and analytical support on the Benazir Nashonuma Programme (BNP) as well as expertise in data management, reporting and coordination to facilitate informed decision-making, smooth running of operations as well as effective program monitoring to the country office and the provincial offices.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
 

Operations Monitoring and Evaluation:
 Support the existing WFP operations management systems by operating, monitoring, and improving the operational case management and reporting systems in close collaboration with the Benazir Nashonuma Programme (BNP) Implementation Support Unit at the country and provincial levels.
 Contribute to the development of projects, plans, and processes that streamline BNP operations.
 Assist the PPO Data and Analysis team in coordinating tasks and managing communication between the Provincial and Country Offices.


Analytical Support:
 Provide data analysis support to the ISU and other teams, utilizing the BNP operations dashboard to meet operational needs.
 Translate complex data insights into clear, actionable narratives for various internal and external stakeholders.
 Offer recommendations to enhance the usability and accessibility of dashboards and operational systems, supporting both provincial operations and CO management decision-making.
 Assist in organizing training sessions and workshops to strengthen staff competencies in operations management and data-driven decision-making.


Reporting:
 Contribute to regular reporting on the BNP program, highlighting progress, challenges, and areas for improvement.
 Develop visually appealing graphics and data visualizations for reports, presentations, and other communication materials.
 Collaborate with internal stakeholders to streamline the collection of information and data for effective reporting.

 

Other duties
 Perform other related duties as required.


STANDARD MINIMUM ACADEMIC QUALIFICATIONS AND EXPERIENCE:

 

Education:

Advanced university degree in Development Studies, Business Analytics, Information Management, or related field or first level university degree with additional 2 years of experience in the relevant field.

Experience:


 At least 5 years of relevant professional/managerial level experience, especially in operational management i.e., program management, data reporting and training facilitation of development projects.
Experience with low code business intelligence tools (especially Microsoft Power Platform), and data visualization tools (especially Tableau), and advanced Excel skills are a strong asset for this position.
 Excellent professional coordination, supervision, conflict resolution and liaising skills.
 Learning mindset, analytical skills, attention to detail, ability to translate complex data into clear insights for all stakeholders, excellent communication skills, and the ability to work collaboratively with diverse teams.


Language:

Fluency (level C) in English language and Urdu; knowledge of local language is desirable.
