6. Program Overview

The project titled “Improving access to income generating activities for young adults in selected slum areas of Rawalpindi and Islamabad’’, is an International NGO funded project, with objectives of improving access to services, reviving of small business, vocational skills trainings, community organization to reduce negative socio-economic impacts of COVID-19 and help young person with disabilities and their families to have increase ability to cope with effects of post-COVID-19. The project geographical focus is low-income areas of Rawalpindi and Islamabad

7. Overview of the Position:

The Project Manager Livelihood will provide technical support on and oversee the implementation of project to increase to livelihood transition opportunities for youth with and without disabilities or their families’ businesses affected as a result of COVID 19 pandemic (Project started from Sept 2021 and is ongoing). This includes enhancing human capacity skills and opportunities for skills development and increasing employment and self-employment opportunities in target households and/or communities through capacity building as well as linkages development with government social safety nets/ schemes and business development services such as micro credit, training, marketing etc. To achieve project objective project manager and project officer will work with six Organizations of Persons with Disabilities (OPDs), 30 Self Help Groups (SHGs) and 60 Informal Saving and Loan Groups (ISLGs) formed under the project in slums of Rawalpindi and Islamabad. The project officer will also be responsible for registration of six OPDs with social welfare department, and opening of their bank accounts, capacity building of six OPDs in “Inclusive Organizational Management”, processing of 10 micro grants for already training youth with disabilities businesses, coordination with key project stakeholders, coordination with training institute responsible for digital skill training of 30 youth with and without disabilities, project closing ceremony and lessons learnt workshop.

8. Roles and Responsibilities:

  • Lead and provide technical support, supervision to all aspects of livelihoods/income generating activities on the project (includes planning, supervision, controlling, budget management, implementation, and reporting).
  • Development of ToRs for external expertise and manage consultant to achieve objective of the assignments.
  • Development and implementation of livelihoods assessment tools and approaches, for implementing project activities.
  • Develop livelihood promotion capacities within the project, and community levels to protect livelihoods.
  • Provide capacity building and training and lead on livelihoods interventions describe in the project.
  • Develop standards and systems for implementing livelihood approaches working with slum communities.
  • Capacity building and technical support to the supervised staff.
  • Close coordination with donor in terms of reporting, monitoring and project related business.
  • Liaise with other NGOs, relevant Government agencies (TEVTA, SMEDA, Kamyab Jawan programme etc) to ensure good coordination of effort, avoid duplication, share lessons and approaches for maximizing impact.
  • Responsible for OPDs Inclusive Organizational Capacity Building Trainings.
  • Responsible for OPDs registration with respective Government department.
  • Responsible to Support OPDs in opening of the bank accounts.
  • Responsible for coordination with training institute for digital skill training in Islamabad and Rawalpindi.
  • To ensure that 30 youth with disabilities students of digital skill training start their income from their business through digital and social media marketing and e-commerce (online shops) by mid of the training course.
  • Digital skill training students’ regular assessment and monitoring of course and attendance.
  • Certificate distribution ceremony.
  • Disbursement of 10 micro grants to trained youth with disabilities as per pre-defined process.
  • Project lessons learnt workshop.
  • Coordination with consultant for project evaluation.
  • Project reports and documents preparation.
  • Development and submission of success stories.
  • Development and submission of quarterly progress report.

9. Requirements (Education, Experience, Skills, Languages.):

  • Master degree in social sciences and or related field (an advanced degree is preferred).
  • Minimum of 5 years (livelihood/income generating experience) as a manager/lead of which (8+ years of experience strongly preferred) with NGOs and INGOs funded development projects focused on livelihoods (preferably with experience related to on-farm, off-farm and self-employment through vocational skills trainings and micro enterprise livelihoods), resilience, and vulnerable household, preferably in the Pakistan context.
  • Good understanding of project cycle management, and have known how of including of persons with disabilities in all stages of the project.
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector.
  • Experience in project management and reporting.
  • Excellent demonstrated oral and written English skills; proficiency in English desired.
  • Ability to travel within project areas as required.

b) PERIODIC DUTIES AND RESPONSIBILITIES:

  1. Preparation of monthly action plans on specified format and submission to the program manager/executive director.
  2. Participation in fortnightly and monthly progress review and action planning meeting at head office.
  3. Finalization of monthly progress report.
  4. Quarterly report to the donor with a good quality and in timely manner
  5. To attend any capacity building training arrange by Pak Women or donor or any other organization, relevant to his/her job.
  6. To attend any outside meetings and workshop when and where required, relevant to his/her job.
  7. Preparation and finalization of project completion report.
  8. Facilitation of donor, Pak Women management/ board, government departments and other key stakeholders visits to field and office.

 

10. DOCUMENTATION/ ANY OTHER FACTORS:

Documentation:

  1. High quality monthly, quarterly and semi-annual reports as per donor template and contribute in financial reporting
  2. Submission of meeting minutes to executive director of all meetings with all stakeholders.
  3. Develop case studies and success stories of training/ project participants.
  4. Submission of all trainings reports along with MOVs.
  5. Submission of monthly and quarterly progress reports.
  6. Monthly action plans/Event Planner’s preparation and submission.
  7. Any other relevant to job and required.
