JSI Research & Training Institute, Inc. (JSI) is a US-based public health consulting firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the world—and has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening - Service Delivery Activity (IHSS-SD) funded by USAID. The project works extensively with national and provincial governments, NGOs, and the private sector to expand access to health services. IHSS-SD Activity is committed to improving technical and institutional capacity through technical assistance and training, strategic information management, health systems strengthening, and policy development. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security (GHS), Tuberculosis (TB), and Health Systems Strengthening.
The Advisor TB, is a full-time position based in Karachi with frequent travel to the project districts and will oversee the planning, coordination, and technical direction of TB component including sub-partner(s). The position will lead the strategic management of infectious diseases specially TB. S/he will participate in other program activities in Sindh to achieve program goals and objectives as part of the senior management team. The position will also supervise the implementation of the TB component to ensure timely achievements/results. The Advisor TB will report to the Director Technical- Program and work closely with the Sr. Provincial Program Manager, Sindh and Sindh-based program team as well as JSI Islamabad senior management.
Duties and Responsibilities:
- Provide technical leadership in effective and efficient implementation of TB component in fifteen districts of Sindh that are consistent with the project’s program description, principles, and values.
- Ensure that activities implemented are in line with the approved Annual Work Plan to optimize active case findings, timely entry into treatment and minimize lost to follow up
- Undertake field monitoring visits to review implementation of TB activities at district level, resolve technical issues faced in the field and mentor field teams
- Provide strategic guidance in collaboration with Director Programs who will be the responsible for management and oversight of the sub grantees of IHSS-SD Activity. Coordinate with other technical staff to ensure coherence of activities across all program functions
- Regularly coordinate with DoH and Provincial TB program (PTP)/CDC Sindh for programmatic updates, joint reviews and sharing of lessons learnt. Also interact with key stakeholders of Global Fund for cross programmatic coordination
- Coordination with Directorate of Communicable Disease Control (CDC) for TB activities implementation
- Provide supportive monitoring and supervision to CDC and district health offices in TB project activities;
- Coordination with representatives of the Global Fund, Provincial TB Programs and other TB implementing partners at DGHSS and the district level
- Support in implementation of national TB roadmaps (digitalization, diagnostic M&E)
- Development of regular and timely programmatic weekly updates and quarterly and annual reports for the TB component
- Contribute to knowledge management and documentation of key lessons and best practices developed within the project. This includes the ability to research and quickly disseminate important emerging, and existing evidence-based practices;
- Participate in annual staff performance assessments, goal setting, and supporting the professional development of technical staff
- Coordinate with Director M&E for implementation of field monitoring;
- Represent JSI/IHSS-SD Activity for all TB related activities/Meetings at provincial and district level activities in Sindh (travel required)
- Proactively enforce all JSI policies and procedures throughout activity implementation;
- Any other work assigned by the Supervisor
Skills and Qualifications:
- MD, MBBS with minimum Master’s Degree in public health, social sciences, or in a related field required.
- At least 10 years’ senior level management experience in the design and implementation of health programs required.
- Experience working with international organizations in the field of public health required, USAID experience preferred.
- Experience of working with governmental institutions, (e.g. MoNHSR&C, provincial DOH Sindh, and TB program).
- Exceptional communication skills in written and spoken English required.
- Relevant experience of working in Sindh strongly desired.
- Strong interpersonal skills required.
- Good computer skills, MS Office and related software’s.
- Demonstrated communications experience including report writing, communication and presentation skills.
- Willingness to travel project focused districts and participate in calls or meetings as needed.
