Consultant – PRA Expert
PROJECT BACKGROUND:
We are implementing a project, titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region,” in District Diamer. It focuses on enhancing ecosystem services and management, improving local livelihoods, and increasing climate resilience through community-based reforestation initiatives in Chilas and other areas of Diamer. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.
The key objectives of the project are:
- Developing bio-physical ecosystem management practices to supply ecosystem services.
- Developing governance capacity for ecosystem management, including climate sensitive gender mainstreaming.
- Developing economic instruments to promote desired ecosystem results.
- Promote renewable energy solutions for green growth and development.
The Expected Results (ERs) of the project are:
- Improved biophysical ecosystem management practices through provision of ecosystem services.
- Strengthened governance capacity for ecosystem management, with a focus on climate sensitive gender mainstreaming.
- Enhanced economic instruments effectively promote desired ecosystem outcomes.
- Increased access to renewable energy solution delivering environmental, economic, and social benefits.
Objective of the Consultancy
The primary objective of this consultancy is to develop Village Development Plans (VDPs) and Village Safety Plans through a Participatory Reflection and Action(PRA) process in identified vulnerable villages in the Diamer region. These plans will guide community-driven, climate-resilient development and disaster preparedness strategies aligned with local priorities and sustainable practices.
Scope of Work and Expected Outputs/Deliverables
Main Activities
- I. Conduct Participatory Reflection and Action (PRA) in vulnerable villages
- II. Develop Village Development Plans (VDPs)
- III. Formulate Village Safety Plans
- IV. Stakeholder engagement and validation
- V. Reporting and documentation
- Facilitate community consultations using PRA tools and techniques
- Identify key needs, risks, resources, and priorities of each village
- Document community priorities, proposed development interventions, and resource mobilization strategies
- Integrate environmental sustainability, gender inclusion, and livelihood resilience
- Conduct risk and vulnerability assessments for natural and man-made hazards
- Propose risk mitigation strategies and community-based safety protocols
- Conduct validation sessions with community representatives and local stakeholders
- Finalize plans incorporating feedback and ensure community ownership
- Submit comprehensive VDP and Village Safety Plans for each village
- Prepare a final consultancy report summarizing methodology, findings, and recommendations
Expected Outputs
- PRA reports for each of the identified villages

- Stakeholder consultation and validation workshop reports
- Final consultancy report (consolidated summary, methodology, findings, lessons learned)
Methodology
The consultant will employ a participatory and inclusive approach using PRA tools such as social/resource mapping, seasonal calendars, vulnerability and problem ranking, and focus group discussions. Coordination with the project team and local authorities will be ensured throughout the process.
Time Frame and Input
The consultancy will span 4 to 5 months.
Key Qualifications of Consultant
- Master’s degree in Rural Development, Social Sciences, Disaster Management, or a related field.
- Minimum 5 years of experience in PRA facilitation, rural planning, or community development.
- Proven track record of developing community development and safety plans.
- Strong facilitation, communication, and reporting skills.
- Familiarity with the socio-cultural and geographic context of Gilgit-Baltistan, particularly Diamer is preferred.

Reporting Requirements:
The consultant will report directly to the Regional Coordinator, providing regular updates and ensuring alignment with project goals. Deliverables will include detailed reports, presentations, and documentation as outlined in the schedule above.
