About the Programme

The Safeguarding Resource and Support Hub (RSH) is a programme that aims to support organisations in the humanitarian and development sector to strengthen their safeguarding policy and practice against Sexual Exploitation, Abuse and Sexual Harassment (SEAH). RSH supports organisations working in both the humanitarian and development sectors and is driven by the needs of smaller national or local organisations in developing countries. The programme is funded by the Foreign, Commonwealth & Development Office (FCDO) until 2030.

About the Role

This is an exciting opportunity to lead monitoring, evaluation and learning (MEL) and to provide dedicated support to the RSH team. In this role, you will lead MEL, working closely with the Evidence Adviser, supporting work in Pakistan and Bangladesh. Technical support and oversight will be provided by the Evidence and MEL Lead.

 

The position will be based in Pakistan and will support the work in both Pakistan and Bangladesh. The role is full-time for an 18-month fixed-term contract.

 

MAIN DUTIES AND RESPONSIBILITIES

 

MEL Implementation, Data and Reporting


  • Support the roll-out of the MEL Framework across Pakistan and Bangladesh, ensuring alignment with the global Theory of Change.
  • Contribute to the development and refinement of MEL plans and tools, adapting them to local contexts and hub priorities.
  • Coordinate data collection and reporting across both hubs, ensuring accuracy, consistency, and timeliness.
  • Support hub teams to track progress against logframe indicators, outputs, and outcomes.
  • Conduct basic analysis of quantitative and qualitative data from multiple sources.
  • Support the preparation of quarterly donor reports and internal summaries, working closely with the global MEL colleagues.
  • Maintain and update MEL dashboards, trackers, and data systems, ensuring accuracy and accessibility.

 

Learning, reflection, and action learning

  • Support hub teams to reflect on MEL findings and integrate learning into ongoing activities.
  • Coordinate and document action learning activities and other reflection processes.
  • Facilitate cross-hub learning and knowledge exchange between the Pakistan and Bangladesh teams.

 

Coordination and collaboration

  • Act as a key link between the Pakistan and Bangladesh hubs and the global MEL team.
  • Collaborate with safeguarding, capacity strengthening and communications colleagues to ensure MEL insights inform programming.
  • Promote a culture of learning, inclusion, and shared ownership across both hubs.

 

Skills and Experience

  • Minimum of 6 years’ experience in MEL within the humanitarian and/or development sector.
  • Experience coordinating data collection and reporting across multiple teams, partners, and/or locations.
  • Sound understanding of MEL principles and frameworks, including both quantitative and qualitative methods.
  • Working knowledge of data management and reporting systems (e.g. Excel, Power BI, Kobo, or similar tools).
  • Proven ability to adapt MEL tools and systems to different contexts and ensure data quality.
  • Clear and effective communication skills with fluency in English.
  • Experience working in Pakistan and/or Bangladesh.
