JSI Research & Training Institute, Inc. (JSI) is a US-based public health consulting firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the world—and has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening - Service Delivery Activity (IHSS-SD) funded by USAID. The project works extensively with national and provincial governments, NGOs, and the private sector to expand access to health services. IHSS-SD Activity is committed to improving technical and institutional capacity through technical assistance and training, strategic information management, health systems strengthening, and policy development. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security Agenda and Tuberculosis, to strengthen the Health Systems.
The Program Manager is a full-time position based at Hyderabad and will work in close coordination with DG office, Provincial Disease Surveillance and Response Unit (PDSRU), District Disease Surveillance and Response Units (DDSRUs) and Integrated Disease Surveillance and Response (IDSR) implementing partners. He/she will oversee, manage and effectively coordinate program activities at the provincial and district level. Technical coordination with Karachi and Islamabad offices will be key tasks. This position will be based at PDSRU at Director General Health Services Sindh, Hyderabad and report to the Sr. Provincial Program Manager, Sindh.
Duties and Responsibilities:
- Provide technical assistance to PDSRU, in implementation of IDSR, along with all activities of GHS
- Provide supportive supervision to Provincial and District Disease Surveillance Units in IDSR reporting
- Provide hands-on training and coaching to health facility staff on notified infectious disease reporting
- Provide support to DDSRUs in data analysis and developing weekly, monthly IDSR reports
- Support in execution of all trainings to be held in the implementation districts
- Provide information on all GHS related indicators for program reporting (weekly quarterly and Annual) to Director M&E
- Coordination with Director General Health Office and Provincial Diseases Surveillance Response Unit for project activities implementation
- Provide technical assistance and coordinate with Contech in implementation of IPC plans and lab strengthening
- Maintain close Liaison with IHR secretariat and represent JSI in relevant meetings
- Responsible for field monitoring and validation of project activities, which includes assisting with the implementation of IDSR reporting on DHIS2 from the districts
- Ensure project leadership has sufficient project data for decision making and performance improvement
- Coordinate with the Department of Health for implementation of the Sindh Health Care Commission standards on infectious diseases and guidelines
- Arrange, coordinate and facilitate meetings/appointments with the provincial authorities and other partners working at district and provincial levels
- Participate in meetings at the provincial, district levels and in relevant project activities of consortium partners
- Prepare weekly and quarterly reports related to project activities
- Maintain appropriate documentation of meetings, correspondence, and other material related to provincial level activities
- Maintain close coordination and provide technical support to Islamabad office
- Proactively enforce all JSI policies and procedures throughout activity implementation
- Undertake other tasks, as assigned by supervisor
Required Qualification, Skills, Experience:
- MBBS with Master’s Degree in public health, social sciences, international development, or a related field.
- At least 8-10 years of senior level management experience in the design and implementation of health programs on infectious disease and TB at provincial level
- Minimum 3 years of experience in working, managing IDSR Dashboard and with use of DHIS-2 software for IDSR & TB
- Strong analytical, communication, presentation and interpersonal skills.
- Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results
- Exceptional communication skills in written and spoken English required.
- Prior experience with USAID-funded projects preferred
- Excellent report writing, editing and spoken English required. Professional knowledge of Sindhi language preferred
- Strong computer skills, including the ability to produce concise, clear reports, and utilize word processing, spreadsheet and database programs. Advanced data analysis skills, including use of Ms. Office and familiarity with Google suite and;
- Willingness and ability to travel in the field.
