  1. Background

The evolving global climate and energy landscape has prompted Multilateral Development Banks (MDBs), including the World Bank (WB) and the Asian Development Bank (ADB), to formulate policies and initiatives aimed at energy conservation and industrial decarbonization. To effectively engage with MDBs, industries, and civil society organizations (CSOs), it is imperative to track and analyze these evolving policies and strategies. This study will provide an in-depth analysis of MDBs’ policies and plans concerning energy conservation and industrial decarbonization, particularly in relation to Pakistan’s development framework.

  1. Objectives of the Study

The primary objective of this study is to:

  • Track, monitor, and analyze the decarbonization policies, priorities, and initiatives of MDBs (WB and ADB) with reference to WB’s Country Partnership Framework (CPF) and ADB’s upcoming Country Partnership Strategy (CPS) for Pakistan.
  • Identify policy gaps and opportunities for industry and civil society engagement with reference to climate change.
  • Provide evidence-based recommendations to influence MDBs’ policy direction to ensure an inclusive and just energy transition.
  1.  Scope of the Study

The study will cover the following key areas:

  • Policy Landscape Analysis: Assessment of WB and ADB’s existing and emerging strategies related to energy conservation, adaptation and mitigation, clean energy transition, and industrial decarbonization.
  • Comparative Review: Analysis of how MDBs’ policies align with Pakistan’s national energy and industrial strategies and global climate commitments, including the Paris Climate Agreement, identifying gaps and synergies.
  • Stakeholder Mapping: Identification of key actors, including government bodies (MoCC, MoF), think tanks, industry associations, CSOs, and labor unions, and their role in shaping MDBs’ policies and/or the impact of the MDBs' policies/interventions on them.
  • Engagement Strategies: Recommendations for proactive engagement with MDBs through consultations, advocacy, and policy dialogues.
  • Social and Economic Impact Assessment: Analysis of MDBs’ decarbonization policies from an industrial and social equity perspective, ensuring that transitions do not disproportionately affect workers and marginalized communities.
  • Gaps: Identification of gaps between policy commitments and the implementation of projects by MDBs
  • Best Practices and policy recommendations: Case studies (minimum 1) of successful engagement models from other countries that could be applied to Pakistan. Additionally, the consultant is expected to draft policy recommendations for MDBs concerning energy transition, energy conservation, and industrial growth in Pakistan.
  1. Deliverables

The selected expert/consultant will be responsible for producing the following deliverables:

  • Inception Report: A brief document outlining the research framework, methodology, and work plan within two weeks of contract commencement.
  • Interim Report: A progress report summarizing initial findings, key challenges, and emerging insights.
  • Final Study Report: A comprehensive document including an executive summary, policy analysis, stakeholder mapping, recommendations, and an engagement strategy.
  • Presentation & Dissemination: A PowerPoint presentation summarizing key findings and recommendations, to be shared with relevant stakeholders.
  • Policy Brief: A succinct document with actionable recommendations for industry representatives, CSOs, and policymakers.
  • Stakeholder Meeting: A multi-stakeholder meeting including the representatives of WBG and ADB (Pakistan), industrial associations, and CSOs to present and advocate based on the study findings
  1.  Qualifications and Expertise Required

The consultant/expert should possess the following qualifications and competencies:

  • Advanced degree (Master’s or PhD) in Energy Policy, Climate Change, Development Studies, Economics, or a related field.
  • Minimum of 7 years of experience in energy policy, industrial decarbonization, climate finance, or MDB engagement.
  • Demonstrated expertise in analyzing and engaging with WB and ADB policies related to energy and industrial transformation.
  • Strong track record of producing high-quality research and policy analysis.
  • Experience in working with government agencies, private sector stakeholders, CSOs, and international development institutions.
  • Ability to present findings in a clear and concise manner, both in written reports and verbal presentations.
  1.  Duration and Timeline

The study is expected to be completed within a period of 2 months, starting from the date of contract signing.
